Today marks 25 years since the signing of the agreement on the demilitarization of the KLA, where the stages of handing over weapons, keeping uniforms, the transition of a part of KLA members to the police and public administration, etc. are included in detail.

FOR THE DEMILITARISY OF THE KLA

On Sunday evening, the text of the document on the demilitarization of the Kosovo Liberation Army was signed, signed by KLA Commander-in-Chief, Hashim Thaçi, KLA Chief of Staff Agim Çeku and KFOR Commander, Lieutenant General Mike Jackson . Below is the full text of this document.

The KLA plans to work in compliance with the conditions provided for in Resolution 1244 of the Security Council and in this context for the international community to take into account the contribution of the KLA during the Kosovo crisis and based on this to take in consideration that:
a) Accept that while the KLA and its structures are in the process of transformation, it is committed to propose individual current members to participate in the police and administration forces in Kosovo, enjoying the consideration of special for the experience they have developed.

b) The formation of the Kosovo Army along the lines of the US National Guard, as part of the political process which will have to decide on the status of Kosovo in the future, taking into account the Agreement in Rambuje.
The KLA demilitarization initiative

This initiative enables a ceasefire of the KLA, their non-engagement in conflict zones, subsequent demilitarization and re-integration into civil society in accordance with the terms of UNSC Resolution 1244 and taking into account the commitments made in Rambuje and the public commitments of the Albanian delegation in Rambuje.
The KLA takes the initiative to renounce the use of force, to fulfill the directives of the Commander of the international security force in Kosovo (COMKFOR) and to peacefully resolve all issues related to the implementation of this initiative.
The KLA agrees that the International Security Presence (KFOR) and the international civilian presence continue to deploy and operate without hindrance inside Kosovo and that KFOR is authorized to undertake all necessary actions to establish and maintain safe environment for all citizens of Kosovo and to otherwise carry out its mission.

The KLA agrees to fulfill all the obligations of this initiative and to ensure that, with immediate effect, all KLA forces in Kosovo and neighboring countries will observe the provisions of this initiative, will refrain from all hostile and provocative acts, hostile intentions and freeze all military movements, whether along international borders, or along that between Kosovo and other parts of the FRY, or other actions, which do not go in accordance with UNSC resolution 1244.

The KLA in Kosovo agrees to publicly pledge that it will demilitarize in accordance with paragraphs 22 and 23, that it will refrain from activities that could endanger the safety of international governmental and non-governmental personnel, including KFOR, and that will facilitate the deployment and operations of KFOR.
For the purposes of this initiative, the following points will have the following meanings:
a) The KLA includes all personnel within Kosovo, under the control of the KLA, with military or paramilitary skills and other groups or individuals defined as such by the Commander of KFOR.
b) "Forces of the FRY" include all personnel of the FRY and the Republic of Serbia and organizations with military capabilities. This includes the regular army and navy, civilian armed groups, paramilitary groups, air force, national guards, border police, military reservists, military police, intelligence services, Ministry of Internal Affairs, special, local and anti-terrorist police and any group or individual that is considered such by the KFOR Commander.
c) The Security Land Zone (ZTS) is defined as a 5-kilometer zone that extends outside the territory of Kosovo, in continuation of the territory of the FRY. This includes terrain within those 5 kilometers.

d) Prohibited weapons are all weapons with a caliber of 12.7 mm and above, any anti-tank or anti-aircraft weapon, grenades, mines or explosives and long-range weapons.

The goals of this initiative are:

a) Establishing a lasting cessation of hostilities.
b) Ensuring to assist and authorize KFOR to undertake such action and in particular to authorize KFOR to undertake such actions, including the use of necessary force, in accordance with KFOR rules to ensure the realization of this initiative and the protection of KFOR and to contribute to a safe environment for the international presence, civil, implementing and other international organizations, agencies as well as non-governmental organizations and the civilian population.

The actions of KLA will be in accordance with this initiative.
The Commander of KFOR in accordance, as necessary, with the interim civilian administrator, will be the highest authority, regardless of the interpretations of this initiative and the security aspects of the peace agreement that supports it. Its determinations will apply to all parties and persons.

Cessation of Hostilities
Immediately upon signing, the KLA agrees to act in accordance with this initiative and COMKFOR directives. All forces that do not cooperate under this initiative or with COMKFOR directives will be disabled from military action, as determined by COMKFOR.
Immediately after the signing of this initiative, all hostile acts of the KLA will cease. The Chief of General Staff of the KLA undertakes to give precise and clear instructions to all units and personnel under his command to ensure that contact with FRY forces is impossible and to fulfill all points of this agreement. He will announce his decisions immediately after the final signing of this initiative, which will be transmitted through all necessary channels that will help instructions on the content of the initiative reach all forces under his command and to be understood by the general public.

KLA undertakes and agrees in particular:

a) stop firing from all weapons and explosions of explosive devices.
b) not to place barriers or checkpoints, mines, nor to place observation posts or protective obstacles.
c) destruction of buildings, aids or structures is not allowed. It will not engage in any military, security or training activities, including air, ground operations in or over Kosovo or in the ZTS, without prior approval of COMKFOR.
d) not to attack, arrest or interrogate any civilian in Kosovo, nor to attack, confiscate or violate the property of civilians in Kosovo.
The KLA agrees not to carry out counterattacks, reprisals or any unilateral action in response to RKSOKB 1244 and other agreements related to Kosovo. This in no way negates the right to self-defense.

The KLA agrees not to interfere with the FRY personnel, who will return to Kosovo to perform special duties, with authorization and under the direction of COMKFOR.

Except with the approval of COMKFOR, the KLA agrees that its personnel do not carry weapons of any kind:
) Two kilometers from the regions where the UJ or the MIA are located
b) Two kilometers from the main roads or in the cities listed in Appendix A

c) Two kilometers from the borders of Kosovo
d) In no region, for which COMKFOR is looking for

Monitoring and cessation of hostilities
COMKFOR has the authorization to deal with the points of this initiative. He will monitor, maintain and, if necessary, force a cessation of hostilities.
The KLA agrees to cooperate fully with KFOR and the interim civil administration in Kosovo. The Chief of General Staff of the KLA will ensure that appropriate actions are taken to deal with points of this initiative, by his forces with the directives of COMKFOR.
KFOR elements will be selected to maintain contact with the KLA and will be placed in its command structures and bases.

KFOR will establish proper control at the designated crossings with Albania and FYROM.

Joint Implementation Commission (KPI)
A KPI will be established in Pristina within four days, after the signing of the initiative. The KPI will be led by COMKFOR and will include senior commanders of KFOR and KLA as well as a representative of the international civil administration in Kosovo.
The KPI will meet as often as necessary with COMKFOR during the implementation of the initiative. It can be called without prior notice and KLA representation is expected at the level and rank of the head of KFOR. Its functions will be:

a) Ensuring cooperation with the arrangements for which agreement has been reached for security and activities of all forces;
b) Investigations of current or threatened points of this initiative;

c) Such other tasks as COMKFOR will determine, in order to maintain the cessation of hostilities.
Demilitarization and transformation
The KLA will follow the procedures established by COMKFOR for phase-by-phase demilitarization, transformation and monitoring of the KLA in Kosovo and for other regulations of their activities. They will not exercise or organize parades without the authorization of COMKFOR.

KLA agrees to the following schedule that begins with the signing of this initiative:

a) Within seven days, the KLA will set up safe weapons warehouses, which will be registered together and verified by KFOR.
b) Within seven days, the KLA will clear the positions of its mines and surprise mines, abandon combat positions and relocate to locations agreed with COMKFOR and KPI. After that, only personnel authorized by COMKFOR and senior KLA officials, with their relative protection personnel, whose number will not exceed three, and who carry only belt weapons, will be allowed to go outside these designated places.
c) Seven days thereafter, small automatic weapons that have not been placed in registered warehouses may only be kept within authorized locations.
d) After 29 days, possession of any long-barreled weapon other than an automatic rifle will be a matter for COMKFOR.
e) Within 30 days, subject to COMKFOR arrangements in case of need, all KLA personnel of non-local origin, regardless of whether they are legally in Kosovo, including advisers, freedom fighters, trainers, volunteers and personnel from neighboring countries and other countries will be withdrawn from Kosovo.

f) These are the arms control arrangements:

(1) Within 30 days, the KLA will place all prohibited weapons, with the exception of small automatic weapons, in the registered weapons depots. 30 percent of the total number of these weapons will also be placed in storage. Ammunition for other weapons will be withdrawn and placed in designated locations by COMKFOR, separately from designated locations.
(2) On the 30th day, it will be prohibited for KLA personnel to carry prohibited weapons, except for automatic weapons, in designated places and it will be prohibited to carry firearms with barrels long. Such weapons will be confiscated by KFOR.
(3) Within 30 days, another 30 percent of the small automatic weapons, thus giving the number of 60 percent of what the KLA has, will be placed in registered weapons depots.

(4) Within 90 days all automatic weapons shall be placed in registered weapons depots. After that, their possession by KLA members will be prohibited and such weapons will be confiscated by KFOR.
g) From 30 to 90 days, the weapons depots will be under the joint control of KLA and KFOR based on the procedures approved by COMKFOR in KPI. After 90 days, KFOR will take full control of those warehouses.

h) Within 90 days all KLA forces will have completed their demilitarization processes and will stop wearing their military uniforms and KLA insignia.
i) Within 90 days, the Chief of General Staff of the KLA will confirm the fulfillment of the submitted requirements and submit it in writing to COMKFOR.
The provisions of this initiative will enter into force with the immediate effect of its signature, by the representatives of the Kosovo Albanians.

The KLA plans to work in compliance with the conditions provided for in Resolution 1244 of the Security Council and in this context for the international community to take into account the contribution of the KLA during the Kosovo crisis and based on this to take considering that:

a) To acknowledge that while the KLA and its structures are in the process of transformation, it is committed to propose individual current members to participate in the police and administration forces in Kosovo, enjoying special consideration for the experience that have developed.
b) The formation of the Kosovo Army along the lines of the US National Guard, as part of the political process which will have to decide on the status of Kosovo in the future, taking into account the Agreement in Rambuje.
