The measures of the authorities in Pristina, which caused new tensions between Serbia and Kosovo, were the reason for a "special speech" by the president of Serbia, Aleksandar Vucic. Through it, Vucic tried in a way to stop the criticism of the opposition, which during throughout the summer he emphasized that the Serbian authorities do nothing to stop the persecution of Serbs and Serbian institutions in Kosovo. It was even speculated that the regime's media had received instructions to write as little as possible about the subject of Kosovo and emphasize the topic instead. of lithium extraction.

Criticism culminated in recent weeks, because instead of having an official government position, Aleksandar Vucic organized a media-political caravan through Podrinje, making pancakes for soldiers, while Pristina dismantled the last symbols of the existence of Serbian institutions in Kosovo.

After these criticisms, the president of Serbia came out with a five-point plan. He again spoke about the so-called hypocrisy of the West and said that Serbia will oppose it everywhere in the international arena. As the first point, he emphasized the return to the previous situation - the holding of local elections in the north of Kosovo, the return of Serbian judges and prosecutors, the withdrawal of the special forces of the Kosovo police from the north, the immediate formation of the Association of Serbian Municipalities, the release of all "political prisoners" and the possibility of making payments.

Political analyst Dragomir Angjelkovic states that in this way Vucic is trying to shift his blame to the West. "Western countries, which have recognized Kosovo, certainly help in the processes of Kosovo's independence, but the problem is when the president of Serbia helps them in this. Every time he said that they allegedly deceived him, he continued to make concessions "So Vučić pays with Kosovo for tolerating his autocratic rule," Angjelković told DW.

If by the point for returning to the previous state, Vucic means the situation before the Serbs withdrew from the institutions of Kosovo, Angjelkovic recalls that: "Vucic has called on the Serbs to withdraw from the institutions of Kosovo and lose the local power they had". "He has pushed the Serbs directly into the abyss and now he expects that he will be the victim and the whole people will understand this for him. Now it depends on Washington and Brussels whether they will put pressure on Kosovo, but when you make such a geopolitical mistake, others don't fix it for you", Angjelkovic believes.

Another point of Vucic's plan is the declaration of Kosovo as a zone of special social protection, which will guarantee the right to financial support for the unemployed, free textbooks, money for food and the like.

Dragomir Angjelkovic sees this step "as Vucic's attempt to buy the Serbs in Kosovo with money, to offer them money to survive and stay, but money cannot buy security. So, if the first point is not fulfilled, it will be difficult to keep the Serbs in Kosovo in this way."

The resistance of Serbian institutions is another point, according to which, as Vucic says, "Serbian institutions will not be relocated", but will receive modern offices, which will be one kilometer away from Zubin Potok and Rudnica. "These are now institutions in exile," notes Angjelkovic. "Of course, Serbia will not close its institutions, but Kurti has closed them in large part and this is not compensation for the previous situation, it is a complete loss."

How to arrest Clinton and Blair?

Belgrade intends to form a special prosecutor's office, which will prosecute all those who "drive out" Serbs from Kosovo and endanger their human rights. This includes the Serbs who participate there. As the last point is the decision, that all the decisions of Pristina, which are contrary to the Brussels Agreement, be declared illegal.

Dragomir Angjelkovic said that this is about "old socialist-radical positions". "We remember that in his time Milosevic sued Clinton, Blair and who knows who else. Of course, nothing came of this. The only ones who can suffer now are the Serbs, the opponents of Vucic's government, who will be accused of collaborating with Pristina".

The Brussels agreement instead of the constitution

When it comes to the non-recognition of decisions that conflict with the Brussels Agreement, Angjelković draws attention to the fact that even here the state of Serbia is degraded: "The central issue should be respect for the Constitution of Serbia. This is a much more important document than the agreement Brussels. That's why Vucic is talking about it and not about the Constitution of Serbia." Angjelkovic is of the opinion that by accepting the Franco-German plan he is violating the integrity of Serbia and is de facto accepting the independence of Kosovo/ DW
