BIRN: Rama calls the Electoral Code 'Chinese' and imposes pension increases on the eve of the elections

Prime Minister Edi Rama declared on Wednesday that the government had decided to allocate 5 thousand additional lek to pensioners next month, although according to experts this contradicts the Electoral Code and is related to the local elections that will take place on May 14.

"Pensioners will have 5 thousand new or 50 thousand (old) lek that will go to them together with the pensions they will receive next time," said the prime minister after the government meeting, where he also promised salary increases for the administration.

The Electoral Code prohibits the granting of benefits to certain categories four months before the elections - including increases in pensions and salaries - but Rama called it a "Chineseness of parties".

"I can't tell [pensioners] that you will wait a few months because the parties, those Chinese people, have decided," said Rama, referring to the prohibitions of the Electoral Code. He called the situation in which he is making these decisions as "extraordinary conditions".

When asked by BIRN, the State Commissioner of Elections, Ilirian Celibashi, did not comment on the Prime Minister's statement, but said that the matter would be assessed in the future.

"I don't know the circumstances of this decision at the moment," replied Celibashi.

The use of public funds on the eve of the election campaign is viewed with concern by election process monitoring organizations, which demand the institutional response of the Central Election Commission.

"The decision on pensions, salary increases or other financial acts for various social allowances is obviously a political act and is related to the elections, " said Afrim Krasniqi, executive director of the Institute for Political Studies.

According to Krasniqi, it is not the prime minister's duty to comment and label the Electoral Code, but to implement it as a law that clearly defines the limitation of the role of state resources in the election campaign and process.
