According to the Domani newspaper's investigation , the Albanian government has allocated over 60 million euros for the construction of immigrant centers without public competition, raising great concerns about transparency and the use of public funds.

These agreements, involving unidentified companies, were carried out under the pretext of emergency and national security, avoiding regular tendering procedures and creating a favorable environment for corruption.

In 2023, the Italian Prime Minister Giorgia Meloni and the Albanian Prime Minister Edi Rama reached an agreement on the construction of these centers, in order for Italy to manage the flow of immigrants outside its territory, using Albania as a reception center.

This agreement has aroused much criticism from international human rights organizations, which see this project as an attempt to shift the problem of immigrants to weaker countries in legal and economic terms.

While Italy and Hungary support this new model for managing migrants, many EU countries are against it, seeing the deal as a dangerous precedent that undermines the high standards of human rights and international law that the EU promotes.
