Berisha: Rama-Balluku shares 333 million euro tenders with Salillari and their Salillars with an offer

Democratic Party Chairman Sali Berisha has reacted after the scandal published by the media regarding the 11.4 million euro tender that the company "Salillari" has benefited from the government without competition.

In a post on Facebook, Berisha writes that the tender in question won by Salillari is a genuine corrupt act where the company has won as the sole bidder. Berisha adds that Salillari has joint actions with Rama as he recalls the case when Rama became the firm's lawyer when the latter was denounced by the citizens for the problematic roads he is building.

"I consider it very inappropriate to attack companies in the absence of analysis. "It could be a road made today and for reasons that are not related to the company at all, but in terms of a geological movement that could be the point that pours the cup from erosion in a certain area, there may be cracks ," he said. Dear friends, these days Salillari, in a genuine corrupt act, won as the sole bidder and with 99.99% of the value of the tender of 11.4 million euros, for the maintenance of southern roads!

Salillari became famous in January 2021, with the collapse of the Borsh road, after he rebuilt this road. In the tender of ARA worth 1.4 billion ALL, equivalent to 11.4 million euros, only the company "Salillari" participated, which gave an offer of 99.99% of the limit fund, with a difference of about only 800 euros from the threshold.

Në fakt nuk është se ka ndryshuar shumë në mirëmbajtjen e rrugëve të këtij rajoni, pasi kompania “Salillari” kishte edhe kontratën e mëparshme 5-vjeçare.

Megjithëse ajo kontratë shkaktoi polemika të mëdha për shkak të problemeve të shumta që shoqëruan mirëmbajtjen e rrugëve te rajonit të Jugut, ARRSH zhvilloi një tender pa garë duke i dhënë përsëri Salillarit plot 11,4 milionë euro.

Ndërkohë që vlen të theksohet se gjatë raportimit të Komisionit të Prokurimeve Publike në Komisionin e Ligjeve, u evidentua si problem shqetësues fenomeni i tenderëve pa garë që për vitin 2021 kishin kapur vlerën e 333 milionë euro, ose rreth 34% të vlerës totale të tenderëve. Ndërkohë që në rezolutën që do të votohet në Parlament në seancën e ardhshme kërkohet korrigjimi i këtij problemi pasi edhe numri i ankuesve është rritur.

TENDERËT PROBLEMATIKË

Në fakt, tenderi me vlerë 11.4 milionë euro i dhënë pa garë e ku ARRSH regjistron si arritje kursimin e 800 eurove, nuk është rasti i vetëm që i këtij institucioni. Rreth një javë më parë, gazeta “Panorama” njohu opinionin publik me një tjetër skandal të ARRSH.

Bëhej fjalë për tenderin me vlerë 1,18 miliardë lekë, ose 9,7 milionë euro, për rikonstruksionin e aksit 19 km të gjatë Maliq-Lozhan i RiStrelcë, ku fituese është shpallur kompania “Gjikuria” me një ofertë sa 98,4% e fondit limit. Kompania “Gjikuria” kishte ofruar 1.16 miliardë lekë, ndërsa skandali thellohet, pasi kjo ofertë është renditur e pesta për nga çmimi.

Oferta më e mirë dhënë nga bashkimi i operatorëve, kryesuar nga kompania “Arifaj”, ishte 1 miliard lekë, ose 8,7 milionë euro, plot 1 milion euro më e leverdishme se oferta e dhënë nga kompania “Gjikuria”.

Pastaj me radhë janë tri oferta të tjera më të mira, por që janë skualifikuar nga Autoriteti Rrugor Shqiptar, i drejtuar nga Evis Berberi. GARA Nga shtatë oferta që kishin shkuar për ndërtimin e Maliq-Lozhan i Ri-Strelcë, Autoriteti Rrugor Shqiptar kualifikoi pesë prej tyre, mes tyre 3 oferta më të mira dhe 2 më të larta se oferta fituese e dhënë nga kompania “Gjikuria”.

Ndërkohë, në dokumentin zyrtar të shpalljes së fituesit, nuk kishte asnjë informacion se pse ishte skualifikuar oferta e dhënë nga një bashkim operatorësh kryesuar nga kompania “BE – IS”, edhe pse kjo ofertë ishte e katërta më e leverdishme, me një vlerë prej 9,4 milionë euro, rreth 250 mijë euro më e lirë se oferta e kompanisë “Gjikuria”.
