Weapons factory in Shkoza, Zhulali: Only the Municipal Council can decide

Democratic councilor of the Tirana Municipal Council, Ilda Zhulali, has reacted sharply regarding the Rama government's unexpected decision to build a weapons production factory in the Shkoza area of ​​Tirana, an order signed by Deputy Prime Minister Belinda Balluku.

Invited to News24, Zhulali described this decision as a violation of the law and the Constitution, and even explained that the Municipal Council has the exclusive right to authorize actions regarding properties and that the decision of the Council of Ministers is illegal.

"We have filed a request with the Municipality of Tirana for an urgent meeting of the Council, as only the latter has the right to authorize actions against these properties. This decision requires a three-fifths vote in the council, so they are asking that this vote be bypassed," she said.


Zhulali criticized Prime Minister Edi Rama, saying that he has taken on the functions of mayor and violated the law on local government.

"The state operates with documents and we do not know today who runs the Tirana Municipality. The decision was made without asking any citizen, and I am sure that if they were asked, they would be against this decision," she said.

She expressed confidence that this decision will be reversed after the May 11 elections, calling on residents to remain calm and believe that there can be changes in the future by voting for the Democratic Party.
