A comparison of problematic projects in Belgrade and Zvërnec

In December 2025, Affinity Partners, the firm of Jared Kushner, son-in-law of the US President, announced that it was withdrawing from the Belgrade Centrum project, which included the construction of a hotel and shopping mall complex in the center of Belgrade. 

Affinity Partners explained the decision to withdraw by saying that the project did not need to be divisive but unifying and that they were acting out of respect for the people of Serbia and Belgrade.

 -Protest

In March 2025, almost continuous protests against the project began in Belgrade. One of their motives was the wounded nationalist sentiment: the project was built on the building of the General Staff of the Army, bombed by NATO in 1999 and currently still in ruins. Under the motto “let’s not give the Americans today what they destroyed us yesterday”, former military personnel and nationalists who have never opposed the Vučić regime were also mobilized. Another motive was the illegality and corruption related to state property, similar to the Belgrade Waterfront, another construction project launched 9 years earlier.

-Criminal investigation

The Serbian Anti-Corruption Prosecutor's Office investigated the sudden and rapid changes to laws and regulations imposed on the Belgrade Centrum and found them abusive and, in some cases, unconstitutional. Several officials were subsequently arrested and the Minister of Culture, Nikola Selaković, was indicted. This was the tipping point; the next day, Affinity Partners announced its withdrawal from the project.

2-Zvërnec

-Legal standards

The Rama government has changed the law on protected natural areas a few years ago, weakening international environmental standards and deviating from European Union legislation. It has also repeatedly extended the term of the law on strategic investors, which should have expired in 2018. These laws have been criticized by the opposition in the Assembly, experts, and are permanent concerns in the periodic reports on Albania by the Commission and the European Parliament. The Zvërnec project is based precisely on these problematic laws.

-The "owners" of the land

While in Belgrade the project was developed on state land, in Zvërnec the landowners are private but of a special kind. On their list we have a character known for massive land acquisition through tricks in the mess of all sorts of papers from the IRPP, notaries and courts; next to him is his own lawyer who was sentenced to 10 years in prison for falsifying the ownership papers on the land in question in favor of the client (!); further still the owner is the appeal judge (later excluded by vetting) who acquitted the lawyer (the criminal case was returned for retrial by the Supreme Court). Then there are other characters with old and current criminal cases.

Në mos po e bëjnë më herët. Po ashtu edhe të tjerët përfshi vëllezërit nga Katari. KM Rama thotë këto janë kontrata privatësh. Por Kushneri dhe shoqja janë privatë specialë dhe Rama që është takuar disa herë me ta dhe që ka ditur patjetër katrahurën pronësore në Zvërnec mban përgjegjësi që i lejoi në qorrsokak.

-Protesta

Që nga fillimi i javës një numër i madh protestuesish, kryesisht rinorë, tubohet në bulevard e para kryeministrisë për Zvërnecin. Ata kërkojnë nga dorëheqja e qeverisë tek anullimi i amendimeve në ligjet mbi zonat natyrore të mbrojtura e mbi investitorët strategjikë tek pezullimi i Projektit Zvërnec. Protesta është pa lidership të njohur, ideologjikisht amorfe, me teknika fantaziste por edhe pjesërisht me mesazhe idiote në disa pankarta e fjalime. Por kauza që i ka nxjerrë në rrugë është legjitime dhe opozita parlamentare, megjithë provokimet e paduhura nga segmente të protestës, lipset të gjejë mënyra të diferencuara të përkrahjes aktive.

-Mediatizimi ndërkombëtar

Çështja e Projektit Zvërnec dhe protesta kundra tij ka marrë dhenë e po pasqyrohet masivisht në mediat amerikane dhe europiane si dhe në rrjetet sociale. Kjo ndodh pjesërisht për shkak të ndjeshmërisë për mjedisin. Por realisht shkaku kryesor është armiqësia e mediave tradicionale në ShBA e në Europë me Presidentin Trump. Përpjekja e Ramës për të ndryshuar narativën po dështon sikurse tregoi intervista dizastër e tij me CNN ku ai humbi vetëkontrollin.

Implikimi i dhëndrit Kushner e i të bijës Ivanka në një projekt problematik është rast ideal për t’a sulmuar direkt e indirekt presidentin amerikan sidomos kur në sfond janë zgjedhjet e mes-mandatit (mid terms) të Kongresit në fund të vitit. Mbas medias në skalion të dytë po pregatiten kongresmenët demokratë në opozitë me nisma hetimore ndaj Kushnerit e familjes Trump.

Pra të mos kemi iluzione: projekti Zvërnec e Shqipëria po përdoren në luftën politike përtej oqeanit. Po kështu ndodhi e përtej Adriatikut me të majtën italiane që ishte pro Edi Rama deri kur ky i fundit bëri ujdi me KM Meloni për kampet e emigrantëve. Pastaj filluan kritikat si dhe hulumtimet e disa mediave mbi lidhjet e Ramës me narko-kartelet.

Cilido qoftë motivi ky lloj mbulimi mediatik është pozitiv për Shqipërinë mbasi nxjerr në pah të vërteta të hidhura të mbuluara nga propaganda, padituria e mos-interesi.

While Jared Kushner will get out of this impasse on his own, President Trump and the American Republican Party will take care of their own challenges.

PS I know that this comparison has 101 problems. But the presence of F. Lubonja in both cases stimulates my imagination. Just as the PS used the "Salvation Committees" in 1997, the DP could also try with the "Bulevard Flamingos".
