The Ministry of Infrastructure has issued the first fine for violating the legal deadlines for the completion of the Vlora Airport. The news was made public by the Minister of Infrastructure, Enea Karakaçi, a day ago, after the government meeting.

"There are penalties for every day or month of delay. We have issued the first penalty invoices for the respective delays. The airport will be built and will be operational," said Karakaçi.

Kapital has learned that the total fine bill issued by the government for the concessionaire is 30 thousand euros or less than 3 million lekë and it was sent to the company a few days ago.

According to the concession contract, the company is obliged to pay a fine equivalent to 10 thousand euros for each month of delay from the final deadline. This contract provided for the final deadline for the completion of construction and the commissioning of the Airport at the end of February this year.

As a result, the government has charged the company a fine for the three months of delay, March-April-May.

The ridiculous penalties imposed in the concession contract seem to have no impact on forcing the concession company to complete the airport construction on schedule. Furthermore, it is unclear what will happen after the maximum 6-month delay penalty period provided for in the concession agreement.

Theoretically, the state has the right to terminate the contract for non-implementation, but this seems difficult in practice. However, Karakaçi said that the two shareholders of the project have been warned.

"We want to implement the contract. I have sent them a letter and requested that the disputes should not be the cause of the airport closure. I have given them a 30-day deadline to resolve the civil dispute they have," he said.

The chances are that the Vlora airport will not be completed this year, while airlines that had announced that they would fly to this airport have begun to withdraw, as was the case with the Swiss airline Chair. Kapitali.al
