The leader of the Democratic Party, Sali Berisha, has stated that the state should be the main guarantor in the development process in the Zvërnec area, emphasizing that any construction or investment must be carried out in full compliance with the environmental standards of the European Union.

Berisha stated that a law was drafted for foreign investments in the past that, according to him, aimed to protect investors from property conflicts, placing the main responsibility on the state in case of claims.

He criticized the way in which, according to him, the investment process has been managed in recent years, accusing the government of creating uncertainty and preventing the arrival of important investors. Berisha said that major infrastructure and energy projects have come mainly from previous agreements, while new investments have been curbed.

Referring to the ownership situation in development areas, he raised concerns about the problems of property registration, describing the cadastre system as unstable and exposed to frequent institutional changes. According to him, this makes it impossible for investors to resolve ownership conflicts themselves.

Berisha emphasized that in areas with special environmental status, construction should only be carried out in accordance with the principles of preserving the natural landscape and according to EU standards, calling for a more active role for the state as a guarantor of sustainable development.
