If Albanian-speaking organizations have taken a dominant place in international drug trafficking, this is partly explained by the ease with which they launder dirty money. Cash masters. Cash professionals.
“Although the police have alerted us to the scale of the problem posed by Albanian-speaking organisations, we have not seen it reflected in the reports of suspicious transactions by banks,” explains Kris Meskens, secretary general of the Financial Intelligence Unit (CTIF). “The reason is simple: Albanian criminals avoid transactions through the financial system. I still remember a case from fifteen years ago, when the Albanian mafia operated on the Rue d'Aerschot in Brussels. The profits from prostitution were collected week after week and transported by car to Albania. And this continues today.”
Cash, transported in vehicles with hidden compartments, is very difficult to detect. "Once they arrive at their destination, they can easily deposit the money into a bank account or make purchases with cash. Furthermore, they also use cryptocurrencies, but they do not pass through Belgium either," adds Kris Meskens.
“We have not noticed the magnitude of the problem in suspicious transaction reporting by banks because Albanian criminals avoid transactions through the financial system,” says Kris Meskens, Secretary General of the Financial Intelligence Processing Unit.
“A general problem in Albania – including for foreign investors – has been the lack of a complete cadastre,” explains Frédéric Van Leeuw. “This situation naturally facilitated money laundering through real estate.”
According to DJSOC, real estate investments in Albania are usually made in the name of family members who are not active in criminal organizations. An Berger, from the Belgian federal police, says: “This makes seizures more difficult and requires greater cooperation with Albania.”
Suspected money launderer for Bressers, owner of many properties in Dubai
Dubai has long been a preferred destination for Albanian crime money. This has been mentioned in previous investigations. Among the names mentioned was Franc Gergely, recently convicted of murder by a jury in Brussels.
Thanks to verified data on real estate in Dubai, the French newspaper 'Le Monde' has brought a new example. It concerns Flamur "Baksteen" S., a 51-year-old Albanian from Deurne, who is currently on trial in a major trial for trafficking 16 tons of cocaine, involving drug trafficker Flor Bressers.

Pesë milionë euro pasuri të sekuestruara në Shqipëri, një rast i parë
Sfida për shtetin belg sot është sekuestrimi i pasurive kriminale jashtë kufijve të tij. Hetimi ka zbuluar një fitore të parë në këtë drejtim, e cila kishte kaluar pa u vënë re.
Pesëmbëdhjetë vjet më parë, Veip O., një shtetas shqiptar, jetonte në një shtëpi të vogël punëtore në Seraing. Gjatë një kontrolli policor, në banesë u gjetën 166.285 euro cash. Në të njëjtën kohë, në Ans, në anën tjetër të Liège, hetuesit sekuestruan 5.2 kilogramë kokainë.
Burri u dënua me burg, gjobë dhe konfiskim të afro 200.000 eurove, përveç shumës së gjetur në shtëpinë e tij. Megjithatë, drejtësia belge u përball me një pengesë: zyrtarisht, Veip O. nuk zotëronte asgjë. Nuk kishte pasuri që mund të konfiskoheshin.
Por rreth dhjetë vjet më vonë, i njëjti Veip O. u shfaq në të dhënat e platformës së koduar SkyECC. Nga mesazhet rezultonte se ai zotëronte pasuri të konsiderueshme; jo në Liège, por më shumë se 2.000 kilometra larg, në Shqipëri. Meqenëse Belgjika nuk mund të vepronte e vetme, informacioni iu përcoll autoriteteve shqiptare.
Duke u mbështetur në këto të dhëna dhe pas hetimeve shtesë, drejtësia shqiptare urdhëroi konfiskimin e dy llogarive bankare dhe tetë apartamenteve në pronësi të Veip O. në bregdetin Adriatik. Vlera totale e këtyre pasurive vlerësohet në afro pesë milionë euro, shumë më tepër sesa 197.394 eurot e kërkuara nga vendimi i dhënë në Liège pesëmbëdhjetë vjet më parë.
Më 16 prill, konfiskimi në Shqipëri u bë përfundimtar. Është hera e parë që një vendim i tillë bazohet në një vendim gjyqësor belg. Belgjika shpreson tani të rikuperojë një pjesë të shumave të sekuestruara.
SHIFRAT TRONDITESE
Sipas statistikave më të fundit të Drejtorisë Qendrore për Luftën kundër Kriminalitetit të Rëndë dhe të Organizuar (DJSOC), në vitin 2024 janë regjistruar 33 dosje që përfshijnë grupe kriminale shqiptare (me të paktën tre të dyshuar shqiptarë) nga të gjitha shërbimet e policisë gjyqësore federale të vendit. Kjo përfaqëson 8% të të gjitha hetimeve.
Në këto çështje janë identifikuar 863 anëtarë (nga të cilët 70 gra). Mesatarisht, një grup kriminal përbëhet nga 27 anëtarë.
8% e hetimeve të policisë gjyqësore federale për organizata kriminale përfshijnë të dyshuar me shtetësi shqiptare.
In 23 out of 33 cases, the members of the groups are connected by family ties.
"Nine out of ten organizations have an organized structure, but without a strict hierarchy," explains police spokeswoman An Berger.
At the request of the newspaper 'Le Soir' and its partners, the Central Directorate of Judicial Operations (DJO) conducted in March a statistical analysis of the investigations that were still in progress by the federal judicial police.
In 387 of these investigations, at least one suspect born in Albania appears.
In total, 2,041 suspects with Albanian citizenship are under surveillance, accounting for 3% of the total number of suspects in Belgium today.
"They appear mainly in files related to drug trafficking (cocaine and cannabis), violence, weapons, human trafficking, money laundering and corruption," explains An Berger.
Albanians are also heavily present on the hacked encrypted communication platform SkyECC.
The Albanian language was used in about one in six cases of deciphered communications in Belgian territory.
The Federal Judicial Police has identified 578 Albanian-speaking suspects in court files thanks to SkyECC data.
Within Europol, police services from 45 countries cooperate within the framework of AON, a working group that deals with dangerous criminal organizations with an international reach.
According to the latest analysis, 233 such organizations are active in Europe.
Albanians rank first with 71 criminal groups.
After them come: 'Ndrangheta, Cosa Nostra, Camorra, the Mafia of Puglia (Southern Italy), motorcycle gangs and then Russian, Turkish, Nigerian, Moroccan and Chinese criminal groups.
