Lulzim Basha's Euro-Atlantic Coalition offers support for justice and subsidies for families, but analysts are critical of the program and see it as Basha's attempt to stay on the political scene.
Lulzim Basha has shed his former party costume and is heading towards the May 11 elections with a more sporty profile and populist rhetoric, in a battle for his political survival.
After losing a court battle with his former political godfather, Sali Berisha, over the Democratic Party's logo and seal, Basha founded the "Euro-Atlantic Democrats" together with a small group of MPs who remained loyal to him.
He is running in the May 11 elections as the "Euro-Atlantic Coalition" - one of the factions that broke away from the core of the Democratic Party after the 4-year internal conflict that began with Basha's decision to expel Berisha from the party after he was declared persona non grata by the United States of America.
Unlike Berisha's DP, Basha's Euro-Atlantic Coalition wholeheartedly supports the Special Prosecution Office, SPAK, and aims to capitalize on right-wing votes in this regard.
“The Euro-Atlantic Coalition is committed to supporting justice and strengthening the fight against corruption. By fighting corruption, we enable more investment, employment, welfare and quality services for our citizens,” reads the program summary provided to BIRN.
The coalition presents a center-right program, with low taxes and the return of property to owners, but on the other hand it includes social incentives for families and promises to support increased fertility or the budget for education.
As for the costs, the Euro-Atlantic Coalition promises to raise the money through the fight against corruption and the establishment of a new structure for the confiscation of looted assets.
However, his program has not convinced political analysts that it can bring any change in the May 11 elections.
Neritan Sejamini, a strategy consultant and political analyst, considers Basha's Coalition a "personal project," while the program presented by him is a "series of bulletpoints," without new ideas or vision.
"Basha's model does not bring anything new, but represents the model of the Albanian politician who refuses to leave," says Sejamini.
Meanwhile, journalist and analyst Arion Sulo sees the Euro-Atlantic Coalition's program as an attempt to address issues, but emphasizes that the elections will not depend on electoral programs.
"It is on paper an effort that addresses strong issues, which risk turning the country into a nursing home," said Sulo.
“Zgjedhjet tek ne nuk varen nga programi që ke, por nga fuqia financiare, faktorët elektoralë të ligjshëm e të paligjshëm, klientelizimi që është pothuaj i gjithi me partinë në pushtet dhe mediat që e mbështesin”, theksoi ai.
Kritikat për programin
Lulzim Basha ka tashmë një përvojë 20 vjeçare në politikë, i angazhuar fillimisht si drejtues i KOP-it, një nismë e Partisë Demokratike për të afruar figurat e reja në vitin 2005. Gjatë dy mandateve të qeverisjes së Berishës [2005-2011], Basha mbajti portofole të rëndësishme qeveritare, duke u projektuar si pasardhësi i Berishës në PD.
Në vitin 2011, ai u zgjodh kryetar i Bashkisë së Tiranës përballë Edi Ramës në një garë të kontestuar ashpër. Pas dorëheqjes së Berishës nga drejtimi i partisë në vitin 2013, Basha u zgjodh kryetar me mbështetjen e tij dhe e drejtoi Partinë Demokratike në 4 fushata elektorale kombëtare, tre nga të cilat i humbi dhe në njërën prej tyre (zgjedhjet lokale 2019) nuk mori pjesë.
Pas humbjes në zgjedhjet e vitit 2021, Basha e gjeti veten në një përplasje me ish-kryeministrin Sali Berisha, të cilin tentoi ta mënjanonte nga politika aktive për shkak të shpalljes non-grata nga SHBA dhe Britania e Madhe. Si rezultat, Basha u detyrua të largohej nga Partia Demokratike dhe bashkë me mbështetësit e tij, u grupuan te Koalicionin Euroatlantik, duke pretenduar të qëndrojnë njëherazi kundër Ramës dhe Berishës.
Në rast fitoreje, Koalicioni Euroatlantik premton heqje vizash me SHBA-të brenda mandatit të parë dhe mbështetje me 20 mijë euro për familjet që sjellin në jetë fëmijën e tretë. Në ato që quhen zotimet kryesore të programit parashikohet subvencionim i familjeve të reja dhe ofrimi i ushqimit në shkolla për fëmijët, subvencion direkt dhe indirekt me 150 milionë euro në vit për fermerët, pensione të posaçme për ish-të përndjekurit politikë dhe krijimi i një force të re policore të pagëzuar si “xhandarmëri”.
Në ndryshim nga PD-ja zyrtare, Euroatlantikët e kanë bazuar fushatën në akuzat dhe dënimet ndaj figurave të rëndësishme të mazhorancës. Në një seri replikash në distancë me kryeministrin Edi Rama, batutat e Bashës “Rama ku i ke shokët” dhe “7 X 7 baraz 313” u bënë virale në rrjet të shoqëruara edhe me këngë rap.
Gjithashtu, partia premton zgjerim të mbështetjes për drejtësinë dhe ngritje të institucioneve të reja për rikuperimin e pasurive të vjedhura.
Por Arion Sulo e sheh të zbehtë programin e Koalicionit Euroatlantik, ashtu sikurse edhe të partive të tjera opozitare, të cilat nuk adresojnë sipas tij problemin themelor të një sistemi autokratik në Shqipëri.
“Çfarë qasje kanë për oligarkinë ekonomike, kriminale dhe mediatike? Pa zgjidhur ndryshimin e modelit dhe sistemit që është vendosur prej 10 vitesh, programet elektorale janë pa vlerë”, tha Sulo.
Duke arsyetuar se teknikalitetet në programe nuk do i bindin votuesit, Sulo thotë se Basha duhej të kishte synuar një koalicion më të madh të së djathtës.
"Basha should at least be part of a broad coalition of opposition parties, even without Berisha's DP. A union with Lapaj, Shabani, Alibeaj, Topi, Shehi, etc. would make political and numerical sense and would not burn thousands of right-wing votes, which will go to the SP and Rama on May 11," he added.
For Neritan Sejamini, the points presented by the Euro-Atlantic Coalition cannot be seen as an electoral program, as the promises are disconnected from any analysis or implementation mechanism and do not contain any real costs.
“There are no programs at all, all these are a bunch of promises at a primitive level,” he said, referring to other parties as well. “They meet a person, they tell them a problem, and they promise to solve it,” Sejamini added.
In terms of electoral matters, Sejamini is skeptical about the coalition's success outside of Tirana due to the electoral system, where "the two major parties completely dominate." He says that even in the capital, Basha must prove himself for the first time as the leader of a political force.
Beyond Basha's party, Sejamini says that the campaign for the May 11 elections lacks emotion and he does not see how it will affect the voter.
"This entire campaign, from all political parties, is the same as always, amateur campaigns, criticizing, criticizing, without creating an emotional connection with voters, without creating an image that touches voters on an emotional level," said Sejamini, adding: "the voter does not analyze programs in a technical way."
