The Central Election Commission has reacted after the Democratic Party complained about several problems with the preparation of election documentation for the diaspora.

The CEC acknowledged the problems with duplications in an email, stating that the cases were caught by triple checking.

The CEC says that cases will be verified for each voter according to the proof of address document that has been uploaded to PER and an attempt will be made to re-validate the specified address with the postal system.

"The data required for these two days of processing and preparing election documentation, respectively the Dibër and Berat regions, are as follows:

i) production of two "B" envelopes for the same voter: Dibër 49; Berat 475;

ii) address problem (inconsistency with postal code): Dibër 208; Berat 240;

iii) placing the same address label on two different envelopes: Dibër 3; Berat 7

Case (i) is immediately identified by the CEC operator and is also verified by the DHL operator. The evidence of this case is deposited in the hall in a special box (photo attached to this email Dibra D and Berat D). The first case was caught yesterday in Dibra District by the CEC operator. The CEC's outgoing envelope verification module (which also supplies data to the public dashboard in real time) alerts the operator if a QR has been scanned previously.

Case (ii) is identified by the DHL operator after the universal shipping system validates the postal code, the latter must match the declared country/city etc. These cases are placed in a special box (photo attached to this email Dibra address and Berat address). These cases will be verified for each voter according to the proof of address document that has been uploaded to PER (respectively invoice, contract etc.) and a re-attempt will be made to validate the specified address with the postal system again” , the CEC response states.
