A report by the State Cadastre Agency (ASHK), submitted to the Parliament and obtained by Ekofin.al, highlights a phenomenon that recurs in the years of general parliamentary elections: the significant increase in the number of decisions to legalize unauthorized construction.

According to official data, a total of 26,101 legalization/non-legalization decisions were made in 2025, more than double the level of 2024, when only 11,167 decisions were recorded. This represents an increase of about 134% in one year, making 2025 the period with the highest performance of the process since the creation of the ASA in 2019.

But what is striking is that this is not the first time that the process has accelerated in an electoral year. According to data analyzed by ekofin.al, even in 2021, when Albania held general parliamentary elections, the number of decisions reached 25,088, marking an increase of almost 20% compared to the previous year.

The historical graph of the report shows that the two most important peaks after the creation of the ASHK coincide precisely with the years when citizens were called to the ballot boxes for parliamentary elections. In 2021, the highest level was recorded until then, while in 2025 this record was broken again.

The report itself emphasizes that 2025 was the year with the highest performance in the legalization process. Out of 28,721 requests processed, a final decision was made for 26,101 cases, while for 2,620 cases the process continues with intermediate decision-making.

In cumulative terms, the legalization process has reached 291,114 decisions taken in total by the end of 2025 since its launch in 2006. Last year alone, over 26,000 new decisions were added to this stock, the highest pace recorded in the last six years.

The report also highlights that there are currently around 130,000 unprocessed self-declarations in the system, which shows that the process is still far from complete. According to the law on the completion of transitional ownership processes, the legalization of unauthorized constructions should be completed by 2028.

Although the report does not establish a connection between the progress of the process and the political calendar, the coincidence of the strongest increases in legalizations with the election years of 2021 and 2025 raises questions about the impact that electoral dynamics may have on the pace of processing legalization files. For thousands of families, legalization remains one of the most sensitive property issues, while for politics it continues to be a topic with considerable electoral weight. /ekofin.al
