"Kosovo at a critical point", American Chamber with recommendations for the new Government for economic growth
The Assembly of the Republic of Kosovo is holding its constitutive session today, more than two months after the parliamentary elections. This marks the first step towards the establishment of the new legislature, following the parliamentary elections of February 9.
On the day the new Assembly of the Republic of Kosovo convenes for the first time after the February 9 elections, the American Chamber of Commerce in Kosovo has made a clear call for placing long-term economic development and strengthening the private sector at the center of the new Government's agenda.
In an official announcement, the Chamber emphasizes that “Kosovo is at a critical juncture, where a bold, coherent and comprehensive economic strategy is needed,” adding that only through a unified vision can “sustainable growth and greater economic sustainability” be achieved.
The AmCham calls for the adoption of a National Economic Development Strategy, which would include cooperation between public institutions, the private sector, civil society and international partners. This strategy, according to the Chamber, should address key issues such as investment promotion, human capital development, digitalization and infrastructure modernization.
“AmCham strongly encourages the Assembly and the new Government to adopt a National Economic Development Strategy, which unites public institutions, the private sector, civil society and international partners around common objectives. This strategy should be comprehensive in scope, addressing key aspects such as investment promotion, energy diversification, human capital development, export growth and infrastructure modernization, while ensuring regulatory and fiscal predictability. Only through such a unified vision can Kosovo progress towards sustainable growth and greater economic sustainability ,” the announcement states.
The announcement highlights the importance of strengthening public-private dialogue, which ensures that economic policies truly reflect the needs of businesses and are built through inclusive consultations. The Chamber also calls for the design of financial support mechanisms for increasing exports and advancing startups. “The digitalization of private enterprises should be a priority in achieving long-term competitiveness.” A core part of the recommendations is also the need for fiscal reform and legal certainty.
“The new government should prioritize creating a fair, transparent and predictable fiscal environment,” the Chamber emphasizes, adding that tax policies should “encourage formalization and stimulate innovation .”
Finally, the American Chamber of Commerce proposes the creation of a Strategic Economic Partnership between Kosovo and the US, and emphasizes the role of the Kosovar diaspora in the country's economic development.
“The Kosovo diaspora possesses not only financial capital, but also extensive expertise, networks and access to various markets around the world.”
It also emphasized the necessity of reforming and strengthening the agencies that promote exports and investments in Kosovo, in order for them to act with "professionalism, speed and strategic clarity." Albin Kurti, leader of the winning party of the February 9 elections, the Vetëvendosje Movement, has stated that he intends to have the government led by him voted in at the constitutive session.
But, so far, Kurti's Vetëvendosje is not sure of the support of 61 MPs, the minimum required to elect the Speaker of the Assembly and vote on the Government. Currently, out of the 61 votes needed to constitute the Assembly, Vetëvendosje has 56 confirmed. 48 from its MPs and eight others from non-majority communities. Unlike AAK, PDK has stated that they will not vote for the Speaker of the Assembly either. In the Assembly, there will be 48 MPs from LVV, 24 from PDK, 20 from LDK, 8 from the AAK-Nisma coalition and 20 from the communities./ Monitor
