The Battle for Kukës, will there be a reversal this time?

Voters in the Kukes Region are expected to elect three members of parliament on May 11, with the likely outcome being two mandates for the Democratic Party and its Greater Albania coalition and one mandate for the Socialist Party. This was in fact a historic result.

Only this time, Tom Doshi's Social Democratic Party has announced an unusual goal, to "take a mandate from Berisha" in this region, while the results of the 2023 local government elections, in which the PSD won 5 councilors and over 2,000 votes, suggest that the claim remains a distant objective. One of the former DP deputies has meanwhile joined the "party" of politicians who change sides.

The Socialist Party has also announced this time the objective of overturning the district result to 2 to 1 for the SP.

In the 2009 and 2013 elections, when four MPs were elected in Kukës, the result was fixed at 1 for the Socialist Party and its allies and 3 for the opposition. This did not change in the 2013 elections, when the Socialist Movement for Integration ran in coalition with the Socialist Party.

Since the 2017 elections, three MPs have been elected in Kukës, and in both cases, one for the SP and 2 for the DP, making the race even more difficult to change.

In 2013, the election result was 60% to 40% in favor of the DP, while in the 2017 elections, the result narrowed to 47 to 44%, with 7% of the vote going to the LSI. In the 2021 elections, the LSI appeared to withdraw from the district, mobilizing only 64 votes, thus allowing the Democratic Party to defeat the Socialists by a score of 62 to 36, one of the deepest results in a decade.

The results of local elections are not closely comparable to the results of parliamentary elections, but the 2023 local elections in Kukës provide signals about what may happen in the May 11 elections in terms of electoral machinery.

The Socialist Party won the races in the municipalities of Kukës and Tropoja, while the Bashke Fitojmë coalition, which at the time represented the majority of the Democratic Party but unofficially due to the judicial conflict over the seal, won the municipality of Has. The Socialists regained Kukës in early elections in September 2023 after the previous mayor, Safet Gjici, lost his mandate following a sex scandal in office, and was later convicted of corruption.

Në zgjedhjet e pushtetit vendor, të treja bashkitë e marra sëbashku, kandidatët e PS fituan 20 mijë vota ndërsa kandidatët e Bashkë Fitojmë morën 19 mijë vota. Rreth 2 mijë vota të tjera shkuan për një politikan vendor të quajtur Abedin Oruçi, i cili garoi në Bashkinë Kukës. Por janë rezultatet e zgjedhjeve për këshillin bashkiak të Kukësit dhe Tropojës dhe numri i pazakontë i lartë i partive garuese që fituan mandate që sugjeron se makineri të shumta elektorale kanë funksionuar në ato zgjedhje. Për Bashkinë Kukës, konkurruan 29 parti për 31 ndenjëset e këshillit bashkiak nga ku 18 parti morën së paku një mandat.

Prania e madhe e partive të vogla garuese në zgjedhje të tilla për këshilla sugjeron ekzistencën e politikanëve lokalë të cilët, ndërsa mobilizojnë votat për një nga kandidatët për kryetarë të partive të mëdha, mbledhin vota për këshill për parti të vogla të cilat nuk kanë prani reale në bashki të tilla por përdoren nga politikanët vendorë thjeshtë për efekt të kontabilizimit të votave.

Prania e madhe e partive të vogla garuese në zgjedhje të tilla për këshilla sugjeron ekzistencën e politikanëve lokalë të cilët, ndërsa mobilizojnë votat për një nga kandidatët për kryetarë të partive të mëdha, mbledhin vota për këshill për parti të vogla të cilat nuk kanë prani reale në bashki të tilla por përdoren nga politikanët vendorë thjeshtë për efekt të kontabilizimit të votave.

Profili demografik e social

Qarku i Kukësit është shtrihet në një zonë kodrinore dhe malore në pjesën veri-lindore të Shqipërisë. Sipas censit të vitit 2023, qarku numëron 62 mijë banorë dhe ka një densitet popullsie prej 26 banorësh për kilometër katrorë.

Popullsia në këtë qark ka rënë në mënyrë drastike, nga 111 mijë në vitin 2001, në 85 mijë në vitin 2011 dhe 62 mijë në vitin 2023. Si popullsia rurale ashtu edhe ajo urbane kanë pësuar tkurrje mes dy censuseve por popullsia rurale është tkurrur më shumë. Në vitin 2023, afro 40% e popullsisë së qarkut jetonte në tre qytetet, Kukës, Krumë dhe Bajram Curri ndërsa 60% jetonte në zonat rurale.

Të dhënat e detajuara të censit sipas grupmoshave sugjerojnë se në qark banonin në vitin 2023 rreth 46 mijë maxhorenë, pra shtetas me të drejtë vote. Krahasuar kjo me 41 mijë vetët që votuan në zgjedhjet e atij viti për pushtetin vendor, të cilat u zhvilluan vetëm pak muaj para censit, pjesëmarrja reale në votime rezulton afërsisht 89%. Rreth 3900 votues nga emigrimi janë regjistruar për te hedhur votën në distancë këtë qark në zgjedhjet e 11 majit.

Kandidatët

Partia Socialiste garon në listën e mbyllur të Kukësit deputetin Eduart Shalsi, i lindur në Korçë dhe banues në Tiranë, i angazhuar në politikë që nga viti 2004 si nënkryetar i Bashkisë Tiranë gjatë kohës kur ajo drejtohej nga Edi Rama, dhe më pas, si deputet që nga viti 2009. Ai ka garuar në Tiranë pastaj në Berat dhe pastaj në Korçë, ndërsa tani pritet të përfaqësojë banorët e Kukësit.

Partia Socialiste duket se ka varur shpresat që të përmbysë rezultatin në Kukës falë Alban Zenelit, i cili ka qenë më herët deputet i Partisë Demokratike. Edhe Zeneli deklaron adresë banimi Tiranën. Dy kandidatët e tjerë janë Ali Hallaçi, një këshilltar i Ministrit të Jashtëm dhe ish-diplomat në Kajro dhe Aristogena Poga, drejtore në shërbimin shëndetësor në Has.
