The construction of small hydropower plants in different regions of the country has put the Electricity Distribution Operator (OSHEE) in difficulty, increasing network losses but also technical problems.

An official OSHEE document shows that the company is facing year after year a series of concerns arising precisely from the concession contracts of small HPPs.

Thus, as a first point, the Operator underlines the increase of technical losses of active energy in the distribution network as a result of the increased load due to the production effect injected by local HPPs, a phenomenon observed mainly in the region Ersekë-Leskovik, Vlora, Kukës, Mirditë, Bulqizë Skrapar, Korçë, Përrenjas and Çorovodë.

OSHEE notes that “the increase of the voltage level in the distribution networks above the maximum limit allowed due to the increase of reactive energy injected in the network by local HPPs and the low demand of the distribution network for reactive energy, a phenomenon observed mainly in the regions distributors of Kukës, Skrapar, Bulqiza, Përrenjas, Ersekë, Çorovode, Cërrik, Kuç, Reps etc.

The increase of the voltage level in these areas has led to damage to the equipment in the substations Ersekë, Kukës, Përrenjas. In the Kukës substation the 20MVA 110/35 / 6kV power transformer was built, in the Ersekë substation the 10kV plant was damaged ”

In many cases the increase of loads on the lines and power transformers of the substations has led to a limitation of power generation from HPPs to not exceed capacity.

Another element that the company brings to attention is the fact that the model contract provides for the purchase of energy in the medium voltage busbars of HEC, a phenomenon which is associated with the coverage of losses in the network artificially by OSHEE, these losses in function of the amount of energy produced by HPPs as well as the purchase price can go up to the value of up to 1 million euros per year.

But it seems that even the general development that hydric works have taken has made distribution difficult as information has been truncated.

“OSHEE did not have complete information on the concession permits issued to the new HPPs and the area where they are foreseen to be built, the preliminary opinion on the connection to the distribution network, which puts it in front of the difficulties for granting / approving the point of connection to the OSHEE distribution network.

OSHEE has no information about the concessions that are under construction, these concessions are submitted for connection points to us at the stage when they have completed the construction, which puts us in difficulty in studying and providing the connection point "underlines OSHEE./Monitor
