During the campaign for the May 11, 2025, elections, Edi Rama has taken up and repeated some of the main proposals of Sali Berisha and the Democratic Party (PD-ASHM). Initially, he ridiculed them, then adopted them, reflecting a lack of ideas and strategic panic.

Here is a list of the 7 main copies:

Minimum pension – 200 Euros

Berisha proposed it as part of the Compassion Package in December 2024. Rama called it impossible and a path to bankruptcy, but then changed the narrative and started talking about the same level.

Living minimum – 200 Euros

Proposed by Berisha for every indigent citizen. Rama then said he would "increase economic aid", in direct line with the opposition's figure.

Reimbursement of essential medicines

Berisha proposed 90–100% reimbursement for medicines following the 'Italian reimbursement list'.

Rama embraced it immediately after public pressure, using almost the same wording.

Salary increase for teachers and lecturers

The DP offers 1,300 euros/month for teachers and 2,000 euros for lecturers. Rama immediately began promoting new salary increases in education, with very close figures.

Initiatives for immigrants and youth

Berisha proposed facilities for the return of emigrants, support for young people, and remote voting.

Rama reacted with the "European passport," - which was perceived as an incentive to leave, not return.

Manufacturing & Digital Economy: “Made in Albania” and ICT

The DP-ASHM proposed a return to domestic production, subsidies for farmers, and the development of the ICT sector.

Rama and the SP began using words like "digital transformation" without concrete content.

Bonus for children

Sali Berisha, in December 2024, presented for the first time the proposal for 70 euros/month for the first child; 60 euros/month for the second child, a Monthly bonus, up to the age of 18, for every third child.

This proposal was positioned as part of policies to increase the birth rate, restore the family, and repopulate Albania. In Dibër, in April 2025, Edi Rama imitated this initiative, promising “financial support for new births”, linking it to bonuses for children, without mentioning the structure, figures, or source of funding. This promise came only after the DP placed it at the center of electoral communication.

In conclusion, Edi Rama has belatedly but systematically followed the opposition’s offer. From pensions to medicines, from salaries to child bonuses, he has gone from denial to copying. This is further proof that the DP and Sali Berisha are leading the battle of ideas, while Rama, for the first time in 12 years, is in pursuit. Berisha can be said to have set the agenda. Edi Rama, from initial disdain, has gone to open imitation. This is not just a sign of panic — it is a tacit admission that the opposition’s offer is gaining ground.
