The head of the CEC, Ilirjan Celibashi, acknowledges the concern expressed by the Democratic Party regarding the production of more B envelopes than voters for the diaspora vote.

In a press conference, Celibashi said that it is a legitimate concern, clarifying that it does not implicate the electoral process.

"The company that produces B envelopes, due to technical problems in the printing house, has produced a larger number of B envelopes. But this is a contractual issue between us and them, and does not imply the electoral process. Even if 1,000 B envelopes were produced for a voter, they only become valid when they are entered into the CEC system, that is, when we scan the B envelope - only then does it acquire its value.

If more than one B envelope is produced for a voter, only one is uploaded to the CEC system, and the system notifies you that this envelope has been scanned previously. Even if in a given case the CEC system were to fail, either from an infrastructure point of view or due to human error, it is the DHL system that does not allow you to upload more than one B envelope.

The operation of the system made it possible to identify that more B envelopes had been produced for a particular voter.

It should be clarified that there is no possibility for a voter to receive two ballot envelopes. We have a double-check system. If an envelope is distributed and by chance another postman delivers a second envelope to the voter, it will be returned because it does not appear in the system.

Therefore, the concern expressed by the DP, although understandable in some aspects, is not realistic. There is nothing to worry about. We have explained this to the representatives of the DP”, said Celibashi.
