There are not sufficient signals confirming that the report of the Temporary Committee for the Verification of Mandates and Quorum will be approved soon by the elected members of the Assembly of Kosovo.
The approval of this report will be a challenge again on Saturday, when the constitutive session of the Assembly is expected to continue, say some of the MPs from the parties that were in opposition last term, as well as those familiar with political developments.
The approval of this report paves the way for the swearing-in of the deputies of the ninth legislature and subsequently other procedures leading to the conclusion of the constitution of the new composition of this legislative institution.
The Vetëvendosje Movement, the winning party in the February 9 parliamentary elections, has not provided any public clarification on whether it will manage to secure the necessary majority of votes to approve this report.
On Friday, Albin Kurti, leader of the Vetëvendosje Movement, responded to journalists' questions regarding this issue with questions.
"That [the issue of approving the report] is tomorrow [Saturday], right?" Kurti said.
On April 15, the day the constitutive session of the Assembly began, the Democratic Party of Kosovo (PDK), the Democratic League of Kosovo (LDK), and the Alliance for the Future of Kosovo (AAK), demanded the formal and public resignation of the members of the incumbent Government – who are elected MPs – so that the report could be approved by their MPs.
That same day, Kurti said that his resignation is effective as of March 27, when he notified the CEC that "the executive is in office/resignation."
When Radio Free Europe inquired about whether there had been any change in the Vetëvendosje Movement's stance, this party did not respond.
AAK "in favor" of the report, LDK and PDK against
The elected MP of the Alliance for the Future of Kosovo, Bekë Berisha, tells Radio Free Europe that the hesitation to vote on the report of the Commission for the verification of mandates and quorum exists among all parliamentary parties.
However, he expresses his belief that this knot, which was created in the process of constituting the Assembly, must be resolved.
"We need to pass [approve] the report and get to the point, that is, the deputies should be sworn in. We should have passed the report [from the beginning]. This is neither a competition nor an opposition," Berisha emphasized.
But the Democratic League of Kosovo thinks differently. The party's elected MP, Besian Mustafa, says that members of the executive – who have been elected and certified as MPs – should submit their resignations to the bodies of the Kosovo Assembly.
"LDK continues to have the same positions that they have had since the beginning of this constitutive session. LDK does not see any other path, except the legal one," Mustafa emphasizes.

Arifi: Opozita ka mundësi “kurthi” ndaj LVV-së
Politologu Dritëro Arifi, profesor në Kolegjin UBT në Prishtinë, thotë se partitë politike parlamentare nuk po tregojnë vullnet politik për tejkalimin e ngecjes në procesin e konstituimit të Kuvendit.
Ai nuk e sheh si problem të madh gjetjen e një zgjidhjeje për këtë çështje nga partitë politike, por sipas tij, ato kanë frikë nga procesi që do ta pasojë konstituimin e Kuvendit, që nënkupton formimin e Qeverisë së re.
Për formimin e ekzekutivit, janë të domosdoshme votat e 61 deputetëve nga 120 sa i ka Kuvendi.
Asnjëra nga partitë nuk e ka shumicën për formimin e Qeverisë dhe, sipas Arifit, as Lëvizja Vetëvendosje dhe as tri partitë, që mandatin e kaluar ishin në opozitë, nuk janë të interesuara ta krijojnë një qeveri të pakicës.
“Në fakt, asnjëra palë nuk po dëshiron, por normalisht që përgjegjësia më e madhe bie mbi partinë fituese [LVV], sepse ata janë që duhet të bashkëpunojnë, të gjejnë zgjidhje. Ata i kanë fituar zgjedhjet për të qeverisur dhe jo për të ikur nga qeverisja. Në një këndvështrim afatgjatë, kjo mund ta dëmtojë më shumë Vetëvendosjen sesa partitë tjera”, thekson Arifi.
Ai shton se tejkalimi i zvarritjes së procesit të konstituimit të Kuvendit, që i hapë rrugë formimit të Qeverisë, do të varet nga vendosmëria e Lëvizjes Vetëvendosje për ta bërë një gjë të tillë, por edhe nga tri partitë tjera, PDK-ja, LDK-ja dhe AAK-ja për ta sfiduar partinë e parë që ajo të shkojë drejt procesit të formimit të ekzekutivit.
Sipas tij, një nga format e zgjidhjes së nyjës në procesin e konstituimit të Kuvendit, është që Lëvizjes Vetëvendosje t’i bashkëngjiten edhe partitë e tjera në votimin e raportit të Komisionit për verifikimin e mandateve dhe kuorumit dhe në konstituimin e Kuvendit në përgjithësi.
“Të dyja palët kanë ngelur në pozicionet e caktuara. Por, nesër [të shtunën], mbase opozita mund të tregohet pak më e zgjuar, që ta fusë në kurth Vetëvendosjen. Pastaj, le të tentojë ajo [Vetëvendosje] që ta formojë Qeverinë. Kjo do të ishte ndoshta betejë më e rëndësishme për opozitën sesa për Vetëvendosjen”, thekson Arifi.
Megjithatë, bazuar në qëndrimet publike të partive politike parlamentare, Arifi nuk pret që të shtunën të tejkalohet ngecja në Kuvend dhe të hapet rruga për betimin e deputetëve.
Sipas tij, kjo situatë do të vazhdojë së paku edhe me dy ose tri vazhdime të seancës konstituive të Kuvendit dhe nëse nuk arrihet zgjidhje, atëherë ai pret përfshirjen e presidentes së Kosovës, Vjosa Osmani, për të gjetur ndonjë zgjidhje.
He says he is aware that President Osmani does not have a constitutional mandate to intervene in any way in the process of constituting the Assembly, but according to him, "she has a mandate to protect the constitutional order."
According to Arifi, Kosovo must not be left without institutions and if there is such a risk, President Osmani should intervene with political parties so that they can find a solution to overcome the impasse. /REL/
