Diaspora vote and new parties bring an atmosphere of uncertainty to elections in Albania

Postal votes and a small number of new parties are threatening a change in the Albanian political landscape in the May 11 elections.

The ruling Socialist Party and the opposition Democrats are expected to lead, as they have in every election since the fall of communism in the early 1990s.

This time, however, Albania's sizable diaspora community will be able to vote by mail, while a group of small, new parties are making themselves heard.

They are: Albania Becomes, led by 35-year-old lawyer and activist Adriatik Lapaj; Endri Shabani's Nisma Thurje; the center-right Mëndësia, led by former Democratic MP Agron Shehaj; and the left-wing Together Movement of political science professor and activist Arlind Qori, 41.

Whether they will secure a seat in parliament remains to be seen, but their mere presence in the campaign has already made a difference, analysts say.

"The May 11 elections are expected to confirm the dominance of the two major parties, the Socialist Party and the Democratic Party, but with a new dynamic: the presence of small parties, the diaspora vote and open lists could bring surprises," said Tirana-based analyst Lutfi Dervishi.

“The change this time will not come from the number of mandates they (small parties) can get, but from the way they are forcing the big parties to change the discourse,” he told BIRN. “These parties have been more realistic in the campaign and have not presented themselves as forces seeking to govern, but are trying to influence the public discourse and undermine the monopolization of politics by the two traditional camps.”

Rigels Xhemollari, head of the NGO Qëndresa Qytetare, agreed: “The hope for them lies in the potential they may have to build a new opposition over the next four years,” he said.

No change in the "political elite"

Prime Minister Edi Rama's Socialists are seeking an unprecedented fourth consecutive term in power, after ousting Sali Berisha's Democrats in 2013.

In a campaign conducted mainly on social media, which electoral authorities have no mandate to monitor, the Socialists are running with a key promise to close accession negotiations with the European Union in 2027 and bring Albania into the bloc in 2030. The party's campaign slogan is: "Albania in 2030 in the EU, only with Edin and the Socialist Party."

Analysts say this is a utopia, not only because of the amount of work it would require, but because the decision is ultimately political, one that belongs to the 27 EU member states.

In an interview with BIRN, Albania's former chief negotiator for the EU, retired diplomat Zef Mazi, said the objective was "illusory".

Eksperti politik Afrim Krasniqi tha se asnjëri prej tyre nuk po ofron asgjë të re; ata janë përqendruar në vend të kësaj në “denigrimin e njëri-tjetrit”.

As Rama dhe as Berisha nuk kanë ofruar “një alternativë për zhvillim” dhe as nuk kanë premtuar “reforma të mëdha” për të adresuar sfidat me të cilat përballet vendi, tha Krasniqi për BIRN.

Megjithatë, partitë e reja, më të vogla, ende nuk janë mjaftueshëm të forta, tha ai, “dhe nuk kanë arritur të krijojnë një lloj fryme të përgjithshme ndryshimi në shoqëri”.

“Pra, nuk pritet ndonjë ndryshim në atë që quhet elitë politike”, tha Krasniqi.

Për herë të parë, shqiptarët e diasporës do të jenë në gjendje të votojnë nëpërmjet postës, në vend që të udhëtojnë përsëri në Shqipëri. Ekspertët janë të ndarë mbi ndikimin e mundshëm e kësaj në rezultat, por disa thonë se kjo mund t’i ndihmojë partitë më të vogla të hyjnë në parlament.

Integriteti i zgjedhjeve

Pala humbëse në zgjedhjet shqiptare akuzon rregullisht fituesin për mashtrim, ndërsa vëzhguesit ndërkombëtarë shpesh kanë vënë në dukje përdorimin e papërshtatshëm të burimeve publike, blerjen e votave dhe mbulimin e shtrembëruar mediatik.

Situata nuk ndihmohet nga fakti se disa parti, përfshirë Socialistët dhe Demokratët, kanë paraqitur kandidatë për deputetë që janë nën hetim për një sërë veprash penale, duke përfshirë korrupsionin, shpërdorimin e detyrës dhe pastrimin e parave.

“Në listat e PD-së dhe PS-së janë 15 kandidatë, nën hetim nga SPAK për vepra të rënda penale, me shtatë prej tyre në listat e sigurta për deputetë”, tha Xhemollari.

“Ky fakt jo vetëm që është shqetësues, por përbën një rrezik real për të ardhmen e drejtësisë pas 11 majit. Nëse këta kandidatë zgjidhen deputetë, ata do të kenë një mundësi reale për të ndikuar në reformën ose, për fat të keq, në deformimin e sistemit të drejtësisë.”

Përveç Berishës, kreu i Partisë së Lirisë, Ilir Meta, një ish-president i Shqipërisë, është gjithashtu në listën e zezë nga SHBA-ja dhe Britania dhe aktualisht në burg. Xhemollari tha se prania e tyre në fletëvotim dhe ajo e “familjarëve të figurave të botës së krimit”, përcillte një mesazh shqetësues.

Dervishi shprehu gjithashtu shqetësim për integritetin e zgjedhjeve.

“Zyrat e prokurorisë speciale dhe e prokurorisë janë në terren, por nuk duket se po ndërmarrin ndonjë veprim proaktiv”, tha ai.

“The lack of effective investigations into vote buying and past electoral crimes casts doubt on the effectiveness of the prosecution,” Dervishi told BIRN.

“The shadowy role of some individuals with criminal pasts in electoral mobilization is still present, although to a lesser extent than in previous elections; essentially, the problem is not only the voting day, which is expected to be peaceful, but also the uneven climate of the race.” Reporter.al
