Kardhiq-Delvina, total cost reaches 145 million euros, in 2009 26.5 million

The Kardhiq-Delvin road will be one of the main projects that will be financed during the period 2023-2025, bringing the costs so far to over 15 billion lek, or about 145 million euros, according to the data of the Ministry of Finance from the list multi-year investment.

In 2009, in a table of priority projects from the Ministry of Transport at that time, the Kardhiq-Delvinë road, about 39 kilometers, would cost 26.5 million euros (see the table below), while the value spent on the road in 15 years it is 5.7 times higher.

Despite the fact that the government inaugurated the completion of the works in 2021, the axis continues to receive large funding from the state budget.

In the mid-term draft budget 2023-2025 that the Ministry of Infrastructure has sent to the Ministry of Finance, 1.5 billion ALL are programmed to be financed in 4 different lots, mainly signaling and road safety. Most of these funds were planned to be used last year and this year, but have been postponed.

According to data from the Treasury of the Ministry of Finance, so far the project has exceeded the value of 15 billion lek, most of which was given to complete the works of 15 kilometers of the axis, since the others were built before 2014.

Since the implementation of the project for this axis has been spread over two decades and the works have been divided into 8 lots, tracking the funds becomes difficult.

The cost of the works from 680 thousand euros per kilometer that was predicted when the project started, has reached values ​​of over 5 million euros for the works developed after 2019 and the financing is still continuing.

The World Bank has analyzed that when works on a facility last more than three years, costs increase progressively due to depreciation, as additional works become inevitable.

In some of the lots, the additions to the works have exceeded 30% of the initial value of the contract.

The Berisha government, in 2007, decided to build this axis, but the works were interrupted to restart in 2018, to build about 16 kilometers, after the works for 16 kilometers were completed.

Rruga e cila u konceptua për nxitjen e turizmit kryesisht u kthye në një sagë pa fund dhe kosto të larta për taksapaguesit.

ARRSH: Kostot për Sarandë -Delvine nuk janë rritur

Burimet zyrtare nga ARRSH pohuan se, kostot për ndërtimin e Rrugës Kardhiq-Delvinë nuk kanë pasur asnjë rritje. Informacioni referuar vitit 2009, nga Ministria e Transporteve bënte fjalë për tre kontratat e para, nga të cilat dy shtrihen nga ana e Delvinës dhe një nga ana e Kardhiqit me gjatësi totale prej 16.529 km në terren fushor.

Këto kontrata kanë kosto prej 1.731.806.954 lekë me TVSH.

Ndërsa nga viti 2018 janë lidhur edhe 7 kontrata, me gjatësi 22.188 km, me vlerë totale 14.011.416.977 lekë me TVSH.

Të gjitha këto kontrata janë ndryshe nga kontratat e tjera, pasi janë në një terren të thyer malor, ku kuptohet qartë se ndërtimi i një kilometër rrugë në këto kushte nuk është njëlloj si një kilometër në rrugë fushore (përfshirë këtu edhe ndërtimin e tunelit të Skërficës me një gjatësi prej 3 km).

One of these contracts included signage and road safety works on the entire Kardhiq-Delvina axis of 38,717 km, which were not included in the first three contracts tendered in 2009.

While another contract tendered in 2022 includes all elements of the protection of the escarpments (special works) due to the fact that four of these contracts lie in rugged mountainous terrain with escarpments that are over 40 m high.

The works for the 7 lots of the Kardhiq-Delvinë project have been completed and the road is now accessible to everyone.

Currently, work is being done only on lot 8, which is about the protection of the slopes and their revitalization, by planting them with trees and plants of the area. These works are expected to be completed within the year, official sources clarified./Monitor
