Fiks Fare denounced on Wednesday evening a "fraud" with the decisions and laws for the "forgiveness" of State Police fines over the last 10 years.

Before the parliamentary elections on May 11, a Council of Ministers (CMM) was issued that forgave construction fines, agricultural fines, and police fines until November 30, 2024.

Citizens turned to the police to have their fines removed from the system. However, police leaders informed them that only COVID 19 fines were forgiven. After numerous complaints, Fiksi browsed the Council of Ministers and Law No. 127 of 2024 and it turns out that there are many interpretations.

Article 1 states that “administrative measures that are repealed” included administrative measures by the State and Municipal police. Meanwhile, in Article 2, the “beneficiaries” are those who have built for residential purposes, for livestock purposes, and “individuals who have not implemented COVID rules.”

The Council of Ministers and the confusion before the elections! On May 9, 2025, a Decision of the Council of Ministers was issued that forgave fines, including those of the State Police. The decision also stipulated that the Local Police Directorates should make lists of beneficiaries. After it came into force, citizens flocked to police buildings after learning that fines were forgiven from January 015 to November 30, 2024.

But, there they learned that COVID fines will be lifted!

The editorial office of the investigative show received a complaint from a citizen. "I have a complaint about the Decision of the Council of Ministers, which states that traffic fines from 2015 to November 30, 2024 are forgiven, where traffic fines for various violations and COVID 19 fines, fines for unauthorized construction, etc., etc. have been forgiven. Yesterday they blocked my car's circulation permit because I have 10 unpaid fines from 2024. I went and complained and they told me that only the fines from the COVID 19 period have been forgiven, when people only drove during COVID.

The other fines have not been forgiven! This is absurd, because the decision says otherwise!” was one of the complaints. After this complaint, Fiks Fare journalists inquired at the Tirana Traffic Police. Police officers tell the Fiks journalist that only COVID fines have been forgiven. According to them, there is an ambiguity with that decision, but they act after a letter from the local directorate. The police say that many have come but they only act on what they are told by the local directorate.

Fiksi also goes to the Tirana Local Police Directorate, where a police officer says that only COVID police fines have been forgiven. He says that a letter has arrived and tells the Fiksi journalist only about fines during the pandemic!

Fiksi has reviewed the Council of Ministers' Decision dated May 9, 2025, where this decision determines who benefits from the forgiveness of these fines. Those who have received fines from the territorial protection inspectorates, those who have received fines from the National Food Authority, the State Health Inspectorate, and those who have received fines from the State Police and the Municipal Police.

In point 5 of this decision, there are the procedures implemented by the State Police. According to it, local directorates, within 30 days from the entry into force, prepare the lists. Then, these lists are sent for approval to the State Police. Immediately after the approval of this decision, the media have echoed it. But, no minister,
deputy minister, director or even the State Police itself has made any comment and who benefits!

At that time, there was also a reaction from the Democratic Party, accusing the government of forgiving fines, including those of the State Police and the Municipal Police? But had they read the Council of Ministers and Law No. 127 of 2024?
