The career orientation of individuals who complete pre-university education to make well-considered decisions based on their skills but also market trends does not seem to be a strong point of institutions in the country.

A performance audit by the Supreme State Audit Office that focuses specifically on "Career Orientation of Young People in the Pre-University Education System" assesses that the institutions involved in the process in the hierarchy from the Ministry of Education to other more peripheral institutions of dependence have not been very effective in this process.

"The career guidance process for students by the responsible institutions of the pre-university education system has not proven effective, particularly due to the lack of dedicated structures in the responsible institutions.

"In the structure and organizational structure of the Ministry of Education and Sports, approved by Ministerial Order30, there are no units dedicated to career guidance, which is also reflected in the institution's internal regulations," the audit report states.

The same document specifies that in subordinate institutions there is a lack of dedicated staff who have this duty as part of their job description, assigning responsibility to a specific employee.

Specifically, the report cites that "even in subordinate institutions, the National Agency for Pre-University Education, regional directorates and local offices of pre-university education, there are no separate units for career guidance, but this process is carried out by staff employees appointed by superiors, outside their job description.

In higher secondary education institutions, there are no special structures engaged in the administration of the career guidance process, while in Lower Secondary Education this process has begun to be institutionalized with the issuance of the Order of the Minister of Education and Sports No. 600, dated 19.10.2023.

It is precisely a picture like this, according to the Albanian Higher Education Authority, that has caused career guidance to lack a clear approach to this policy and concrete results, leaving it more to a spontaneous development that, among other things, has also created an overload of pre-university system employees and inefficiency at work. / Monitor
