Albania has six special schools in total, one of which is in Vlora. At the head of this institution from October 2022, Etleva Lulaj was appointed as director. The moment she took the reins of this institution, she immediately became familiar with the problems that were in this institution.

Etleva denounced in 'Piranjat' all the legal violations that had occurred over the years in the institution. 'I saw that there was violence between colleagues. This was transmitted to the staff.

'The most problematic part was that the children were behaving normally and had no diagnosis. After verification, it was found that 16 children were without a diagnosis, this was done to open the classes and the teachers to stay at work.

'I notified the parents about the documentation and they realized they had been tricked. Their children were taken out with mental problems', she said among other things.

This parent, who admits that he was deceived by the leaders of the Special School of Vlora, proves something like that. 'I took the child there because they told me that it is a school for poor children and they also have transport.

"I didn't know that they had taken my daughter out with problems, if I knew that, I wouldn't leave her in a minute. I have not taken my daughter to have a truncated program.'

The daughter of this lady stands by her side. She admits that she learned almost nothing in that school. 'We fat kids didn't want to attend this school. I have learned almost nothing'.

Mrs. Lulaj continues with her accusations, as she shows that there were also falsifications of registers. I made an inventory and realized that 4 registers were missing, as they were related to forgeries. There were children who attended another school, or were in Greece and were enrolled in the special school in Vlora.

I filed a criminal complaint for all these violations, while my colleagues started writing letters against me to the Ministry of Education. We had a meeting at the Ministry of Education with Mrs. Evis Kushi, who was in charge of this institution at that time, and she set up the working group.

The team of the ministry came and dismissed me for all the violations I had documented. I had even denounced legally, another director was appointed in my place, while the director of DRAP, Flutra Mecaj, had asked me to resign'.

Journalist Eraldo Harlicaj went and confronted the new director Elta Llambro who had no answer for him. 'I will respond in writing, you are violating my teaching process. It doesn't make sense. I will reply. There have been no violations here over the years, I have nothing to speak of.

Unlike the director, a teacher of this institution admits that there was a violation. 'Yes, we had violations, that's why so many directors were changed. The staff is bloated, it doesn't make any sense. There were children without a camp.

Meanwhile, the director of DRAP, Flutra Meçaj, is confident about the dismissal of Etleva Lulaj. I did not ask him to resign. She had a violation and we dismissed her. 

The former minister of education, Evis Kushi, said something similar. We dismissed him after we set up a task force. She did not manage the situation properly'.
