The 10 mln euro tender in QSUT is won without competition by the company with an offer of 99.9% of the limit fund

The 10 million euro tender for the laundry service at the Mother Teresa University Center is surrounded by strong doubts. In the framework agreement procedure, developed by the State Procurement Agency, there was only one offer, which was 99.9 percent of the limit fund. This was the offer of the AGS company, which was announced as the winner.

More specifically, the limit fund for this tender was set at 1 billion and 84 million ALL for the service term of 4 years. AGS's offer was 1 billion 83 million ALL or 99.9 percent. The State Agency for Centralized Procurement announced the only winning bid in the tender.

Although this was a tender of extremely high value, ASHPP had chosen the procurement with a limited procedure. This is the procedure through which any economic operator can request to participate, but only economic operators selected by the contracting authority can submit bids.
According to the tender documents, the State Agency of Centralized Procurement has given the right to only the AGS company to bid in this procedure. And the company has given an offer of 99.9 percent of the limit fund.

Tenders for hospital laundry services have often been accompanied by suspicions and accusations of corruption. The climax was marked in 2015, when the tender, at that time worth 1.1 billion lek, was complained by several companies at the same time that the established criteria were tailored to favor the AGS company. The latter's shareholder, Alma Tafani, rejected the accusations in a statement to BIRN, calling them attacks motivated by competition.

In the tender with a limited fund of 1.1 billion ALL, 6 offers were submitted, where the lowest was 478 million ALL from the union of operators Balkan Laundry Sh.pk and Serv Hotel Srl This offer was disqualified and the tender was awarded to another union of operators with an offer of 881 million ALL Lek. But this assessment was appealed to the Public Procurement Commission by the AGS company, which had given an offer worth 1.0.7 billion lek, at the head of the limit fund. After appeals and counter-appeals, all bids were disqualified.

After the failure of the tender, to cover the needs for laundry service, during the period January-April 2015, QSUT opened a second tender with "negotiation without prior publication of the notice," worth 94.2 million lek.
