Berisha in Dibër: Every legalization document will be considered a land

The leader of the Democratic Party, Sali Berisha, during the final electoral meeting of the PD-ASHM in Dibër, presented a program for improving economic and social conditions. He promised to simplify construction and legalization procedures, forgiving fines and treating every legalization document as a deed. The program also includes granting status to miners and committing to the return of lost property by citizens.

Berisha : In 100 days, we will drive extreme poverty from every corner of this country.
We will set the minimum living wage at 200 euros for every Albanian.
We will set the minimum living pension at 200 euros for every pensioner.
We will set the minimum salary at 500 euros for every low-wage earner.
Not only that, we will set the consumer card where every low-wage earner and every pensioner, every citizen with a minimum living wage will receive all basic foods 20 percent cheaper.
We will set the list of medicines of the Italian republic in Albania to reimburse every medicine that Italy reimburses for its citizens.
In 100 days, you will never buy oil more expensive than in Macedonia or Kosovo.
In 100 days, energy will be reduced to 7 lek. Water tariffs will be halved.
In 100 days, every small business will pay 6 lek for energy, not 18.
Every small business will pay for public space not 1500, but 120 lekë.
Every small business will have a ceiling for VAT and profit tax of 180 thousand euros.
Every large business, profit tax of 23 percent will have 10 percent.
Every citizen with a salary above the minimum, income tax will have 10 percent and not 23 percent. Every salary will increase by 13 percent within the first 100 days.
Farmers of Dibra, on May 11 we ask you for 100 days so that you can receive the subsidies that farmers receive in Macedonia and Kosovo.
The government pays farmers in Kosovo 70 percent of the cost of production, while here it does not even pay 10 percent.
Any absurd criteria that excludes all of Northeastern and Southeastern Albania from subsidies will be removed, because they must have one hectare, because they must have 10 cows. For every head of livestock, for every seedling planted, for every production unit, there will be subsidies.
Friends, I invite the businesses of Dibra to give 100 days, to prove how after 100 days, construction taxes will be reduced 10 times. There will be no tax on the sales price, but it will be from 10 percent of the sales price, it will go down to 2 percent of the estimate. The social tax will be abolished.
I guarantee Dibra and Dibra residents that every fine imposed by KESH, every fine imposed by the police, every fine imposed by IKMT, will be thrown in the trash. All are forgiven.
I guarantee the farmers of Dibra that they will never pay as they pay today for the construction of their houses. Never.
That the procedure will be simpler.
That they will not be required to obtain an environmental permit and nothing else except for the estimate.
Legalizations are our word. Every legalization document will be considered a deed. The owners will be compensated for their properties, this is the solemn commitment.
The miners were promised in Bulqiza, within 100 days, the status of miners. An obligation, a great debt of this generation, but also of the generations that went before, of the Albanians towards them.
Friends, everything is in our hands.
At this stage, at this age, I have no ambitions for power. Those who might think this are very wrong. No. I have done my duties.
I have never had ambitions for money, I changed my mind 32 years ago, if I wanted money, I would follow the path of a private doctor and I would be completely different today.
But again I come with this call because it is a mission.
There was a moment when in the most dishonest way they tried to give the opposition to Edi Rama, they tried to leave Albania without an opposition.
Of course, that was the destruction of my ideal and the ideal of Albanians who love Albania.
They failed and it is one of the brightest chapters of the Albanians' struggle for freedom.
Because it was a macabre act.
That mission was fulfilled. But the other mission has two goals.
First, to return the money to the Albanians. The money that the government loots, I must return to the Albanians in salaries, pensions, health care, schools, employment.
And I guarantee that in the first 100 days, every Albanian will feel this.
Second. There is no place more blessed than Dibra. A new opportunity for every Dibra and Dibrani, for every Albanian.
This is why I am undertaking this campaign today.
But if I find inexhaustible strength and energy in this mission, there is strength and energy many times greater than me.
So on May 11, this strength and energy will be transformed into the strength and energy of saving Dibra and Albania.
