Montenegro has not been asked to sign the Declaration of Cooperation in the Field of Defense with Croatia, Albania and Kosovo.

This was announced by the Ministry of Defense of this country in a response to KALLXO.com. The ministry, however, emphasized that Montenegro remains committed to regional cooperation and the promotion of dialogue.

"We remain unequivocally committed to strong regional cooperation and the promotion of dialogue, as the most effective way to resolve all issues that weigh on the European perspective of the Western Balkans," the response from the Ministry of Defense of Montenegro states.

Montenegro, according to this ministry, will continue to strengthen cooperation with all countries in the region, promoting the European and Euro-Atlantic vision of the Western Balkans, as the best guarantor of long-term stability.

"Also, as a member of the North Atlantic Alliance, we emphasize the role of NATO forces in Kosovo (KFOR), as an important factor that contributes to maintaining a stable and secure environment and to whose mandate Montenegro also contributes, which will continue to be the case in the future," says the Ministry of Defense of Montenegro.

"If Montenegro and North Macedonia wish to adhere to the principles of this Agreement, we are undoubtedly completely open," Vengu declared.

The military alliance signed between Kosovo, Albania, and Croatia on March 18, 2025, by the three Defense Ministers, Pirro Vengu, Ivan Anušić, and Ejup Makedonci, has made Serbia nervous.

Serbian President Aleksandar Vučić has said that Albania and Croatia have opened an "arms race" by signing a Memorandum of Defense Cooperation with Kosovo. However, in Kosovo these reactions were described as "aggressive and threatening" and a violation of the Brussels Agreement.
