Xhafaj admits it: the country needs a new electoral system

The new electoral code is expected to be the hot topic that will dominate the political discourse at the start of the new parliamentary session, at a time when small parties intend to hold a referendum to change the electoral system.

Regarding these moves to improve representation in politics, former Interior Minister Fatmir Xhafaj hinted in an interview on A2CNN that the end of the 2008 constitutional changes may be near.

According to Xhafaj, demographic changes, emigration and other factors lead to the judgment that the country needs a new electoral system.

"For a part of the amendments of 2088 I was against my political force. And I am not involved in those amendments. But many years have passed and many things have changed, so I think the country needs a constitutional and institutional reform in relation to political parties. Which means that there is a need to repair the electoral system that we have also because of the map and the demographic changes that the country has undergone. There is a need to change the law on political parties and the constitutional and legal provisions related to political mandates. Part of this can be the electoral system" , said Xhafaj.

Further, the socialist MP underlined that any change should be adapted to the time and political context where the country is located, so the parties should be very careful with the new electoral code.

"We must be very careful because a solution must be given in the context of the moment when it is implemented. If we were to make a majority system, there would be problems related to gender equality, the introduction of young people into politics, etc... If we were to make a pure proportional system, it would give fewer opportunities to individuals who come, or opportunities to absorb some values ​​that are necessary due to emigration. There would be consequences even for the moment, because some with the financial power they have could influence the vote with the pure proportional system.

If we carefully analyze the results of these and previous elections, we understand that the result has to do with this type of influence" , he said.
