Integration has stalled, but the minister sees it with optimism: A matter of

European Union member states have not yet given the "green light" to IBAR, the key report that paves the way for the closure of negotiation chapters for Albania.

However, the government does not accept failure. Foreign Minister Ferit Hoxha, speaking from the Parliament, stated that there is no blockade by member states.

In fact, Hoxha, like Rama, changed the narrative by declaring that membership would be possible in 2030, not in 2027, as the government had been shouting in the May 11 election campaign.

"The country has advanced at an accelerated and appreciated pace; Albania has consolidated its position together with Montenegro. When talking about enlargement, Albania is also mentioned and the objective to close technical negotiations in 2027. Top EU officials have emphasized that, if the current pace is maintained, this objective of membership by 2030 is absolutely achievable. The main process is that of reviewing the EC report on intermediate milestones. Contrary to what is heard, this process has not been blocked or stopped by the member states. Like any candidate country, Albania is not a formal part of the internal discussions in the EC; it will be at that table only when it is a member", said Hoxha.
