Electronic voting in Tirana, Gjiknuri: Without interference in the code, the vote of immigrants is at risk
The Secretary of Organization and Electoral Affairs in the SP, Damian Gjiknuri, thinks that the electoral code should be changed before the elections, in order that the vote of immigrants is not blocked by insufficient time limits and arrives within the voting day at the CEC.
"To find a solution by making some modifications, they are not fundamental changes that nothing will change. Approaching the deadlines for submission of the list of candidates. We can find another form of how the ballot can be sent earlier", Gjiknuri emphasizes for A2 CNN.
The second proposal consists in the idea that the ballot paper should be sent electronically, reducing time, but in return it should come by mail.
"Electronic voting requires a completely different infrastructure, so it is not ready and no one is taking it over. So I think that the postal option should remain the only option".
Gjiknuri made it clear that the SP only agrees to these modifications, closing the door to the DP to set conditions for other changes to the Electoral Code.
"Conversations can be held without sitting at the table. Because we will not do electoral reform. We will only modify this element related to the diaspora voting process. There is no more time to change the electoral law. Indeed, there may be occasional recommendations that have not been addressed. Allegations such as state intervention in elections, or buying and selling, these are not resolved by the electoral code".
Gjiknuri thinks that electronic voting and counting should be implemented in Tirana, even if DP does not agree.
"It will eliminate many problems that manual voting has, because there are many candidates in Tirana and the ballot will be more difficult. As for the other side, I hear that they did not agree either. Electronic voting is now included in the law and must be implemented. It cannot be banned by the will of a political party as long as there is no court decision that states that electronic voting is invalid".
