The clientelistic networks order laws for unsolicited investments, which are approved by a simple majority in the parliament, violating many deadlines, procedures and rules of good governance", said the Report of 'Transparency International' published in April of this year.

"To change a law, in the private interest of a single person, by order and premeditation, is corruption consumed in the eyes of every Albanian," says the Head of the DP Parliamentary Group Gazment Bardhi.

Through a post on Facebook, Bardhi writes that with Rama's personal signature, Ermal Onuzi has been appointed head of the Guard of the Republic, who according to the unchanged law did not meet the legal criteria.

On March 22, 2024, Edi Rama changed in the law "On the Guard of the Republic" the criteria that the General Director of the Guard of the Republic must meet. The ordered changes were intended to appoint to the head of the Garda, the orderer of the legal changes. In that plenary session, I denounced the reasons for the changes in the law by name and surname. Edi Rama and his deputies denied it.

But the denunciation was true and time proved it.

On September 10, 2024, Edi Rama appointed the head of the Guard of the Republic as the commissioner of legal changes. With the personal signature of Edi Rama, Ermal Onuzi was appointed as head of the Guard of the Republic, who according to the unchanged law did not meet the legal criteria.

To change a law, in the private interest of only one person, by order and premeditation, is corruption consumed in the eyes of every Albanian.
