Berisha requests the OSCE Assembly: Help my nation vote freely

The Chairman of the Democratic Party, Sali Berisha, is participating in the proceedings of the OSCE Parliamentary Assembly, which is taking place in Porto, Portugal.

 Berisha, in his speech, emphasized the need for Albania to return to the institution of free elections, despite what he called an electoral farce, like in a dictatorship.

He stated that Edi Rama has turned Albania into a narco-dictatorship, adding that, in order to obtain a fourth mandate, Rama decided to arrest the two main opposition leaders (Sali Berisha and Ilir Meta) and open criminal proceedings against Fatmir Mediu.

Dear Madam President Gundrun Kugler,

Honorable members present at this meeting,

Thank you for this opportunity.

I am here to present the situation in Albania regarding the elections of May 11, 2025.

I would like to thank you, and also inform you that the elections in Albania were a farce that was warned about. Center-right parties in Europe and around the world, since October of last year, have unanimously adopted 5 resolutions warning about the farce that would occur in the May 11 elections in Albania.

I would like to thank the members of the OSCE Parliamentary Assembly Observation Mission who came to Albania to observe these elections, and I take this opportunity to thank them for the work they did.

Albania is the first and only narcostate in Europe.

How difficult is this for us?

Europe has known many types of dictatorships, but never before a narco-dictatorship.

This is a dictatorship of a different nature. Even in this dictatorship, all powers are concentrated in the hands of just one person, the Prime Minister.

But as Samuel Huntington wrote about these types of dictatorships, narco-dictatorships are characterized by the fact that no law, no rule, and no principle is respected.

Edi Rama has turned Albania into a narco-dictatorship. For anyone interested: he has done this openly and without hiding anything. In this context, the Prime Minister of Albania, a few weeks before the elections, by decree approved the planting of 29 thousand hectares of cannabis, mainly near the borders with neighboring countries.

Meanwhile, in Latin America, there are 14,000 Albanians working in drug cartels, and some of them run these cartels, such as the Sinaloa drug cartel.

Drug cartels in Albania are directly linked to the government and are very powerful: the Troplini/Poja cartel controls the port of Durrës, the largest port in the country and the region. The Çela cartel of Elbasan controls the heroin trafficking highway coming from the East. These cartels are very powerful, appointing ministers, judges, prosecutors, police chiefs, MPs, etc.

This was the situation with which we entered the May 11 elections.

Përveç këtyre në vitin elektoral, narkodiktatori Edi Rama, për të marrë mandatin e katërt, vendosi të arrestojë dy liderët kryesorë të opozitës (Sali Berisha dhe Ilir Meta) dhe të hapë proces penal ndaj Fatmir Mediut, kryetarit të forcës së tretë opozitare. Të gjitha këto pa asnjë akuzë penale. Gjithashtu, ai urdëroi arrestimin e kryebashkiakëve dhe deputetëve të opozitës.

Ne kemi pasur në të kaluarën diktaturën më të ashpër, diktaturën staliniste, që nuk krahasohet me asgjë tjetër.

Në këto zgjedhje, është e vërtetë që kishte kandidatë të forcave të ndryshme politike. Por nga ana tjetër, të gjitha potencialet dhe burimet e shtetit u përdorën si instrument elektoral nga partia-shtet. Nga ana tjetër, ashtu si në diktaturat komuniste, të gjitha mundësitë financiare, burime të jashtëzakonshme, u përdorën për përfitime elektorale. E gjithë administrata publike, në shkelje të ligjit, është shndërruar në një rrjet patronazhistësh, cdo punonjes i saj duhet te kontrollojë një numër ta caktuar votuesish nëpërmjet keqpërdorimit të të dhënave personale. Çdo nëpunës civil ishte i detyruar të sillte 20 votues të tjerë që të votonin për Partinë Socialiste në pushtet.

E gjithë struktura qeveritare, të gjitha institucionet shtetërore, u përdorën për të dhënë në ditët e fundit para zgjedhjeve leje ndërtimi, leje legalizimi, certifikata pronësie e shumë shërbime të tjera publike. Po ashtu, mjete të tjera logjistike dhe i gjithë shteti u përdor në këto zgjedhje. Partia dhe shteti ishin NJË, ashtu siç u përmend në raportin paraprak të ODIHR.

Kjo është arsyeja pse procesi zgjedhor ishte një farsë e paralajmëruar.

Dita e zgjedhjeve ishte edhe më keq. Kartelet e drogës diktuan rezultatin për 28 deputetë, disa prej këtyre deputetëve ishin më të votuarit. Ata madje morën më shumë vota se vetë Kryetari i Partisë Socialiste (Kryeministri Edi Rama).

Momentalisht, po shqyrtojmë dhe analizojmë pamjet zyrtare (të siguruara nga Komisioni Qendror i Zgjedhjeve), të procesit në çdo qendër votimi, dhe po përgatisim video të shkurtra që evidentojnë shkeljet. Kemi vërejtur në shumë e shumë raste trenin bullgar (karusel), votim në grup, komisionerë që votojnë për zgjedhësit etj. Ka aq shumë parregullsi.

Pse jam sot këtu? Ne kemi qenë tashmë në Këshillin e Europës, në Parlamentin Europian. Por mendojmë që OSBE është themeluar mbi premtimin dhe detyrimin e vendeve anëtare për respektimin e votës së qytetarëve dhe zhvillimin e zgjedhjeve të lira dhe të ndershme, sipas parimeve dhe standardeve të vendosura në dokumentin e Kopenhagës dhe konventa të tjera. Ne kemi besim të plotë që ky institucion, brenda misionit të tij, do të mbështesë mbajtjen e  zgjedhjeve te lira e të ndershme dhe krijimin e mjedisit që çdo parti të jetë në kushte të barabarta gare, dhe media te lirë, votim pa intimidime, ku çdo qytetar të ketë mundësinë e zgjedhjes së lirë dhe të informuar të kandidatëve, siç e përmend edhe Dokumenti i Kopenhagenit dhe raporti paraprak i ODIHR, OSBE, PE dhe PACE.

I think our situation is a special one.

I have only one request: to help my nation vote freely.

Without a technical government, Albanians will not be able to hold free and fair elections.

Therefore, today, on behalf of the Albanian opposition, I request from this honorable institution:

– First, support the preliminary ODIHR report (Everything I mentioned is written in the preliminary ODIHR report).

– Secondly, I call on international institutions to follow the recommendations written in the latest OSCE-ODIHR reports, which have remained unimplemented for years due to the lack of will of the narco-government.

This is of extraordinary importance and is vital for my country, which is in a very difficult moment.
