Drownings on beaches/ Expert Softa: Negligence and incompetence by institutions!

Security expert, Fatjon Softa, has commented on the tragic situations recorded on Albanian coasts recently where many vacationers have lost their lives.

In an interview with Syri TV, Softa stated that the relevant institutions should have been prepared in January, as stipulated by the regulation.

Softa said that delays in providing first aid in cases of drowning on beaches show that the links in the institutional chain have not functioned, also due to negligence and incompetence.

According to Softa, in such cases, law enforcement agencies should launch investigations into the fact that first aid has failed.

Softa: State institutions should have been prepared in January, not at the start of the season. There are measures not only for beaches but also for inland waters, for strict inspections and controls. The delay in first aid starts with the coast guard, which is regulated by law, that beaches must have guards, who can also provide first aid, then there must be medical assistance, stationed.

There should be health planning, even in cases of beach situations. This is everyday. It is negligence and incompetence. From the guard, who should know about drowning cases. In 60% of cases, guards are missing. There should be observers, radios, to communicate and not be waiters. It is the citizens who go, who are untrained and the humanitarian aid is sometimes not appropriate. They should be certified. And this is missing. Due to corruption, some water motors move without documents.

There are several institutions that are taking security measures to prevention. From local government, the Ministry of Tourism and the State Police. Which must have the appropriate means to monitor, even drones. Some kind of awareness with citizens is needed, since there are violations by them too. Greece, for example, has requested to make swimming lessons mandatory in schools by 2030. It is a positive initiative, why not introduce it in our country as well.

It's a management issue and the deaths need to be investigated, including the emergency services, they should have been prepared since January, June is gone. July and August, intense months.

For years, there have been advertisements for ambulance motorbikes, where are these that have been advertised by institutions?! Risk areas must be determined, based on history or analysis.
