The OSCE Parliamentary Assembly's Special Coordinator for the May 11 elections in Albania, Farah Karimi, spoke from the work underway in Portugal. 

Karimi said that Rama used his power to create an advantage in the elections, putting pressure on the administration and voters.

The Special Coordinator stated that parties and candidates were not on equal terms and that pressure and intimidation of voters were reported.

"Candidates were generally able to campaign freely. However, they did not enjoy equal conditions and some reported facing intimidation. Regarding the campaign, it was observed that the ruling party benefited from the extensive use of administrative resources during the campaign. This created an unfair advantage for the ruling party. There were also a large number of allegations of pressure on voters, especially against public administration employees. The active use of online social networks by various candidates amplified the confrontational discourse, while no authority was mandated to detect manipulative and harmful content. Election day was generally calm and well-organized, but there were frequent non-compliance with procedures, as well as several incidents of intimidation and incitement of voters, as well as procedural and transparency deficiencies during the vote count ," Karimi said.
