Berisha requests an urgent interpellation with Rama: 3 arguments that prove that he gave the tender to close people

The Chairman of the Democratic Party, Sali Berisha, has sent the Speaker of the Assembly, Lindita Nikolla, the request for an urgent interview with Prime Minister Rama.

In the first point of argumentation for interpellation, Berisha emphasizes the fact of the involvement of Rama's wife's daughter, Rea Xhillari, who has benefited from 33 payments for public contracts worth 1.9 billion ALL.

In the second argument, the Chairman of the PD Berisha brings back the denunciation, where he repeats the fact that the citizen Armand Frangu, Prime Minister Edi Rama's bailiff, has benefited from 51 public tenders with a total value of 21.7 million euros, of which 31 transactions with a value of 3.8 billion lek or 3.1 million euros were obtained through secret contracts.

In the third argument Berisha reiterates the secret contracts, developed mainly by the National Agency of the Information Society, the Ministry of Health and the Ministry of Defense where 17 tenders with a value of over 35 million euros were carried out, which turned out to have been won by three preferential clients of the Rama government related to the businessman Arman Frangu, the subject
"Intech+", related to Ilir Beqaj, and the subject Atelier 4, owned by Alban and Olsi Efthimi.

COMPLETE REQUEST FOR URGENT INTERVIEW FROM PD CHAIRMAN SALI BERISHA

Ms. President of the Assembly,

Firstly, the Democratic Party of Albania, through its chairman Sali Berisha, has repeatedly denounced the fact that citizen Rea Xhillari, the daughter of Mrs. Linda Rama, the wife of Prime Minister Edi Rama, has participated in and benefited from public tenders, without figuring direct owner, but connected to commercial entities and as their collaborator, has benefited from them significant monetary values.

Specifically, the citizen Xhillari has benefited through the commercial entity 51N4E, which turns out to be a design and consultancy studio based in Brussels and Tirana, where the verification on the official website of this entity shows that Rea Xhillari has been part of the staff and collaborator for many years.

On the other hand, citizen Xhillari has also benefited from public tenders through the commercial entity 'I RI' sh.pk, which was co-founded by citizen Gent Agolli and entity 51N4E. The latter was co-owner with 50% of the company 'I RI' sh.pk, until April 2023, where he left after a series of denunciations made by the Democratic Party and its chairman Mr. Sali Berisha.

Me interes është fakti se po nga faqja zyrtare e subjektit SIN4E rezulton se shtetasi Gent Agolli bën pjesë në listën e bashkëpunëtorëve. Pra, cila ishte arsyeja që subjekti 51N4E do të krijonte në Shqipëri një shoqëri me një bashkëpunëtorin e saj, ndërkohë që kishte një degë të shoqërisë së huaj, dhe aq më tepër të krijonte një shoqëri me objekt të njëjtë aktiviteti ekonomik, praktikisht një shoqëri konkurrente?!

Mungesa e logjikës tregtare në kryerjen e këtij veprimi mund të shpjegohet veçse një përpjekje e pasuksesshme e shtetases Rea Xhillari për të fshehur përfitimet e drejtpërdrejta që i vinin nga pjesëmarrja ne kontrata publike të subjektit 51N4E. Dhe me konkretisht, rezulton se subjekti tregtar ka përfituar në periudhën 2014-2023 kontrata publike në vlerën totale i miliardë lekë, ndërsa subjekti tregtar ‘I RI’ në përiudhën 2017 - 2023 ka përfituar 33 pagesa për kontrata publike në vlerën 1.9 miliard leke. Pra, në total të dy këto subjekte tregtare të lidhura në mënyrë të drejtpërdrejtë me shtetasen Rea Xhillari kanë përfituar kontrata publike në vlerën 2.9 miliardë lekëve.

Shtuar këtyre kontratave publike, subjektet e lidhura me shtetasen Xhillari rezultojnë edhe fituese të konkurseve për ndërtimin e kullave në qendër të Tiranës, për të cilat thjeshtri i saj Edi Rama ka firmosur lejet e zhvillimit/ndërtimit.

Në shtesë sa më sipër, për të kuptuar fiktivitetin e shogërisë ‘I RI’ sh.p.k., dhe se si ajo është krijuar vetëm si një përpjekje për të kamufluar përfshirjen dhe përfitimet e shtetases Rea Xhillari, në ndihme na vjen edhe kontrata për shitblerjen e kuotave e datës 28 prill 2023, nëpërmjet të cilës subjekti 51N4E i ka shitur shtetasit Gent Agolli 50% te kuotave te saj, për vlerën e vetëm 2.95 milionë lekëve. Si shpjegohet që gjysma e pronësisë së një kompanie, e cila ka përfituar tendera publike në vlerën 1.9 miliarde leke, në 6 vitet e para të aktivitetit të saj, shitet për një vlere qesharake 2.95 milionë lekë qe përfaqëson vetëm 1.5% te ardhurave që kjo shoqëri ka gjeneruar nga kontratat publike?!
Serish mungesa e logjikës tregtare shpjegohet dhe lidhet vetëm me emrin e Rea Xhillarit, thjeshtrës së kryeministrit Edi Rama.

Së dyti, Partia Demokratike e Shqipërisë, nëpërmjet kryetarit të saj Sali Berisha, ka denoncuar në mënyrë të përsëritur faktin se shtetasi Armand Frangu, baxhanaku i kryeministrit Edi Rama, nëpërmjet subjektit tregtar ‘Advance Business Solutions’ ka përfituar 51 tendera publikë me vlere totale 21.7 milionë euro, nga të cilat 31 transaksione me vlerë 3.8 miliardë lekë ose 3.1 milionë euro janë përfituar nëpërmjet kontratave sekrete. Lidhja e shtetasit Frangu me këtë subjekt tregtar dhe pronarin e saj shtetasi Gerond Meçe, është lehtësisht e provueshme nëpërmjet verifikimit të ekstraktit tregtar të subjektit B360, ku provohet se shtetasi Frangu dhe shtetasi Mece jo vetëm e njohin njeri-tjetrin, por janë edhe bashkëpunëtorë të ngushte në biznes.

Sipas të dhënave që gjenden në faqen izraelite ‘The Manufactures Association of Israel’, rezulton se shtetasi Frangu është bashkëmenaxher i shoqerisë ‘Advanced Business Solutions’. Edhe në këtë rast, ashtu si në rastin e shtetases Rea Xhillari, duket se shoqëria ‘ABS’ sh.p.k., nuk është tjetër veçse maska që përdor shtetasi Armand Frangu për të fshehur përfitimet që i vijnë nga kontratat publike falë marrëdhënies së privilegjuar familjare me kryeministrin Edi Rama.

Se treti, Partia Demokratike e Shqipërisë, nëpërmjet kryetarit të saj Sali Berisha, ka denoncuar në mënyrë të përsëritur kontratat sekrete, të zhvilluara kryesisht nga Agjencia Kombëtare e Shoqërisë së Informacionit, Ministria e Shëndetësisë dhe Ministria e Mbrojtjes.
Konkretisht, vetëm në periudhën 2014-2019, rezulton të jenë kryer 277 pagesa për kontrata të klasifikuara, me vlerë 16.6 miliardë lekë ose 13.6 milionë lekë. Nga këto, vetëm AKSHI rezulton të ketë 175 pagesa thesari për kontrata të klasifikuara, me vlerë 12.7 miliardë lekë ose 10.4 milionë lekë. 58 transaksione, me vlerë 4.7 miliardë lekë ose 3.8 milion euro, pra 30% e vlerës, rezulton të jenë përfituar nga tre klientë preferenciale të qeverise Rama, perkatësisht subjekti ‘ABS’ sh.p.k., i lidhur me baxhankun Arman Frangu, subjekti ‘Intech+’, i lidhur me Ilir Beqajn, dhe subjekti Atelier 4, në pronësi të Alban dhe Olsi Efthimi.

Secret tenders were transformed into a work practice even by the Ministry of Health during the pandemic period, where under the justification of urgent needs for medical equipment and tools, the minister of the time signed contracts with client companies of the Rama government, in a complete lack of transparency regarding value, detailed object, conditions, quality of goods, purchase and delivery criteria, terms and payment terms. With this procedure, 17 tenders were carried out, the value of which is estimated to be over 35 million euros, but due to the lack of transparency, the total value of these contracts could be much higher. Another tender developed during the pandemic under strong suspicion of corruption and illegality is the one developed by the Ministry of Defense for the purchase of food reserves worth 1.5 million euros, the beneficiary of which the entity Eurovia would turn out to have no experience in the food industry and only 6 days before the publication of the tender had changed the object of the activity. Earlier, this entity was engaged in economic activities related to IT.
The most flagrant case of secret tenders and their abuse remains decision no. 321, dated April 18, 2020 of the Council of Ministers bearing the signature of Prime Minister Edi Rama, which classified as a secret contract the tender for the supply of toilet paper for patients with COVID-19 and the medical staff at QSUT. What secrets could there be in this procedure other than the greed of Edi Rama and his ministers to steal Albanian taxpayers' money even in times of pandemic. After the criminal charges filed by DP in April 2020 against the Minister of Health and the Minister of Defense, SPAK announced that it had started investigations and requested the seizure of documentation, but what was the fate of those investigations continues to remain a mystery.

In the conditions where there are indisputable facts and evidence for the benefit of millions of euros, public money, through commercial entities directly connected to the citizens Rea Xhillari and Armand Frangu, respectively the stepdaughter and son-in-law of Prime Minister Edi Rama, as well as disturbing data related to secret tenders , whose beneficiaries are entities and individuals connected to the Rama government, with the aim of providing information and explanations regarding the above, in the capacity of deputies of the Assembly of Albania, in support of Article 80, point 1, of the Constitution and Article 97, point 1, of the Rules of the Assembly, we request the development of an urgent interpellation with Prime Minister Edi Rama.

In support of article 96, point 5, of the Rules of the Assembly, the interpellation will be presented by deputy Sali Berisha.
