STATEMENT OF THE CHAIRMAN OF THE SHKODER PD, ELIONA SHKRELI:

That Edi Rama uses his power as a fiefdom for personal gain for himself and his family is nothing new for Albanians.
But it seems that his example is being followed with unusual devotion by other members of the government, who extort whatever they can and use every means to abuse Albanian taxes for themselves and their families.
One of them is the Minister of Justice Ulsi Manja, a famous character in the wiretaps of the 184 Dibra case while promising a promotion for vote manipulators.
In the investigative show "Piranja" dated February 7, it was shown how Ulsi of Justice has thought of "comforting" his niece, Pranvera Manja, who, dissatisfied with the salary she receives at the Municipality of Tirana where she is employed together with her husband, intends to enter the waste business. A very profitable abuse scheme as proven by the incinerator scheme, where the actual owners are Edi Rama and Erjon Veliaj.
The granddaughter of Manja with the blessing of her uncle, the Minister turns her eyes to the Bushat landfill that manages the waste of the Shkodër municipality but also that of Lezha, where the Justice Ulsiu is the political leader of the Rilindje district.
For the management of the landfill, the Bushat Commune Council in 2010 created the enterprise "Intermunicipal Bushat" sh.a. which was responsible for the collection, systematization and recycling of urban waste of the Shkodër district and partly of that of Lezha. Yes, in June of that year, the Bushat Commune Council, upon the proposal of the mayor and the administrator of the enterprise "Intermunicipal Bushat", decided to assign this work to the private company "Becker Albania", concluding a contract for the use of the landfill for a period of 10 years.
In September 2018, Renaldo Joanidhi and Aldi Zaimi became the owners of the Becker company, with 40% of the shares each and Pranvera Manja with 20% of the shares. The purchase price of the company is 3.5 million new lek or 35 million old lek.
In 2020, two years after Ulsi's granddaughter entered the game, the Municipal Council of Vau i Dejës decided to increase the landfill area by a full 23 hectares, or 230 thousand square meters, despite the fact that the company operated under monopoly conditions and did not undertake any investment
. On the other hand, the contract with Becker, which was supposed to end in 2020, was decided by a decision of the Municipal Council of Vau i Dejës Municipality, which was totally controlled by the majority together with the mayor, to extend the contract for another 25 years, without any other offer and without any company in the competition.
Not only is the deadline extended, but now the price that regional municipalities and private operators will have to pay increases from 1,000 lek to 1,500 lek per ton of waste. A price increase without first conducting a feasibility study by the authority that is changing the contract, to see the costs required for waste processing, the fee that is based on these costs and the profit margin that the company that takes over the management should have.

If we look at the graph of the Company's income, we notice that although in its beginnings there was low income of up to 43 thousand euros per year after the Manja tribe entered the game, and after the contract renewal, the income reached its peak. For example, in the 2019-2024 period alone, 2 million euros were paid by the two municipalities in question.
All this financial miracle comes with the extension of the contract for 25 years, the expansion of the waste facility that is deposited in the landfill and the increase in tariffs, which surprisingly coincides with the arrival of the new owners.
The questions that we address to the Municipality of Vau i Dejës but also to the Justice institutions that should be monitored by Ulsi Manja are:
Why did the Municipality of Vau i Dejës sign a contract without competition for 25 years with the firm "Becker".
Was there political influence for the involvement of Manja's niece as a shareholder in this affair, or is the de facto owner of the Bushati landfill the Minister himself, as the example was previously set with the Tirana incinerator?
