"So far, we have had 89 complaints forwarded by political parties, mainly from the Democratic Party. Three complaints were forwarded by whistleblowers who did not want to go public, and 31 complaints were forwarded by non-profit organizations," said Pavlina Doçaj, director of legality.

The organization "Civic Stability" has produced several monitoring reports where it has identified violations regarding the use of students, teachers and official school profiles in the electoral campaign. According to the organization, 36 educational institutions of various levels made their official websites available in favor of the Socialist Party's electoral campaign.

These institutions, under the Ministry of Education and Sports, have been engaged in various forms, including liking, commenting on, or distributing posts containing electoral appeals. They include regional education directorates, education offices, as well as 9-year and high schools.

Among the denunciations is the electoral meeting for the presentation of candidate Olsi Komici in the gym of the "Ibrahim Muça" High School, violating Article 91 of the Electoral Code on the use of public resources.

The “Let’s Assemble for Albania” initiative has also been reported to the CEC for using public funds for political activities. The meetings held within the framework of this program have been considered violations, and the absence of the Deputy Speaker of the Assembly, Agron Gjekmarkaj, who represents the opposition, has been noted. This fact, as well as the video of the broadcast of the “Assembly-On” meeting, further cast doubts on the political nature of these activities. The Complaints and Sanctions Commission has closed the investigation into the case, arguing that it was a previously planned activity.

"There was only one case when we proposed an administrative sanction for the Speaker of the Assembly, but the request was not accepted by the Complaints and Sanctions Commission. It was found, based on a complaint, that the object of the activity of the Assembly institution was to inform, or perform a functional task to inform schools or universities in several municipalities of the country regarding the work carried out by the Assembly. But it was found that during this activity electoral expressions were also said, which have been confirmed. Yes, there were electoral calls, and from our side, from the side of the State Election Commissioner, a certain sanctioning measure was proposed", said Pavlina Doçaj, director of legality. TCH
