Amnesty International against the agreement for immigrants Albania-Italy

Amnesty International Italy has stated that it is deeply concerned about the potential negative impacts of the protocol on the effective protection of human rights. It also invites Italian institutions to refrain from ratifying and implementing the migrant agreement between Italy and Albania.

"The implementation of the protocol will have countless negative consequences on human rights, in particular for the search and rescue system at sea. For the right to asylum and for procedural guarantees to protect people in vulnerable conditions, as well as for the personal freedom of asylum seekers and immigrants" , declared Anneliese Baldaccini, manager of institutional relations at Amnesty International Italy.

The draft law ratifying the Italy-Albania protocol for strengthening cooperation in migration matters is at the center of a debate in Italy. Unnecessary prolongation of the journey, in addition to being a violation of international search and rescue standards, brings additional suffering to people who have just been rescued from the sea, often traumatized by the drowning of other people or in need of urgent assistance.

This agreement could have further negative impacts on the search and rescue system, worsening the already critical situation in the central Mediterranean and putting many lives at risk. If the application of Italian jurisdiction promises access to procedural guarantees and the right to asylum under Italian and European laws, physical distance may jeopardize access to these guarantees.

The government recently announced that those considered vulnerable will remain on board the ships, while others will disembark in Albania, to be taken to Italy.
