In 2024, whistleblowers at public and private institutions reported 12 cases for further investigation by the High Inspectorate for Declaration and Control of Assets and Conflict of Interest. The annual report of this Inspectorate analyzes that the majority of whistleblowers come from the private sector, specifically from one company, while two others involve public institutions.

According to the 2016 Law "On Whistleblower Reporting and Protection", as amended, the obligation to designate a responsible person is imposed on every public institution with 80 employees and every private institution with 100 employees.

HIDACCI reported that in analyzing the reports submitted by the public sector, a total of 182 annual reports, it was found that, in 2 responsible units, cases were reported and handled, within the framework of the law. The first is the Ministry of Justice: The Responsible Reporting Unit at the Ministry of Justice reports that during 2024 it registered and handled 1 reporting case and request for protection from retaliation.

Second, the Audiovisual Media Authority: The Reporting Unit at the Audiovisual Media Authority reports that during 2024 it registered and handled 1 reporting case. At the end of the administrative investigation, no legal violations were found. Meanwhile, regarding the Responsible Units in the private sector, 258 reporting reports were received and administered, from which it results that 234 Responsible Units submitted the reports within the legal deadlines.

"In analyzing the reports submitted, it is found that in 1 Responsible Unit, whistleblowing cases have been signaled and handled. This concerns the company "Sisal Albania" sh.pk. During 2024, it is reported that there were 10 whistleblowing cases, of which, for 3 of them the administrative investigation has been completed, while 7 cases are still in the investigation process," the HIDACCI report states.

According to the institution, at the conclusion of administrative investigations, for procedures that resulted in violation of the applicable legal framework, an administrative measure of "fine" was applied, where for the period 2017 - 2024, a total of 13 administrative measures were taken, and in each case, the head of the institution was requested to take measures to resolve situations of illegality./ Monitor
