Businesses are denied the renewal of the fiscalization certificate, due to NIPTI

There are many businesses that raise the concern that they are faced with the rejection by ANA for the renewal of the fiscalism certificate, for the cases when the NIPT of the subject is not noted in the banking mandate.

According to the businesses, the refusal made by ANA forces the entities to once again pay the fee for the fiscalization certificate, only because they did not write the NIPT.

Cases of refusal to renew the fiscalization certificate (validity period is 1 year) are being encountered by businesses even when the entire application is made from the subject's e-Albania and the payment transfer is made from their bank account.

AKSHI explained to Monitor that the reason why it is required to cite the beneficiary in the mandate is because many entities in cases where the mandate cites only the payer, and not the beneficiary, may abuse by using the same payment mandate for several applications in a row. These cases are recorded several times by accountants who manage 10 or more entities.

According to ANA, the entity does not have to repay in case of errors in the application, it is enough to mark the beneficiary's data on the payment mandate and rescan it, so that the payment mandate is no longer used.

"In any case of misplacing the number of the license, issuing institution or non-existent or unrenewed license, there will be no refund of the fee paid, but the applicant can make the corresponding corrections of the beneficiary on the payment mandate and can continue the procedure by reapplying again with the corrected mandapayment.

The payment mandate must contain only the name and surname of the applicant and not of the business it represents.

The reason why it is required to cite the beneficiary in the mandate is because many entities in cases where the mandate cites only the payer, and not the beneficiary, may abuse by using the same payment mandate for several applications in a row. These cases are recorded several times by accountants who manage 10 or more entities.

In case of errors, AKSHI simply redoes its work, for the second time it treats-Rejects and then Retreats-Approves. AKSHI does not force the subject to repay, but invites him to read the description of the service, the practice that is followed in every country of the world.

So the subject does not have to repay in case of errors in the application, it is enough to note the beneficiary's data on the payment mandate and rescan it, so that the payment mandate is no longer used.

Only in cases where subjects choose to repay, then ANA makes a refund.

“Për të sqaruar edhe më mirë publikun sqarojmë se AKSHI e bën lëshimin e certifikatës nëpërmjet mandateve, vetëm me qëllim për t’i ardhur në ndihmë subjektit, për t’ja lehtësuar e përshpejtuar këtë proces. Sepse nëse do të pritej konfirmimi/rikonslidimi i Thesarit, subjekti duhet të priste pothuajse një javë, që të përmbyllej ky shërbim”, citohet në sqarimin e AKSHI-it.

Por edhe në rastet e riskanimit të mandatit duke vendosur të dhënat NIPT, bizneset pohojnë se po përballen me pritje të rinovimit, afat pritje që zgjat mesatarisht 15 deri 20 ditë dhe më pas rezulton sërish i refuzuar.

Shqetësuese për bizneset mbeten edhe vonesat në afatin e rinovimit të certifikatës së fiskalizimit që arrijnë 15 deri në 20 ditë. Problem është edhe mosfunksionimi prej rreth 2 muajsh i modulit për pagesë me kartë nuk punon i cili mundësonte konfirmim pagese direkt dhe dërgimi më i shpejtë i certifikatës.

Por AKSHI ka sqaruar se riaplikimi është refuzuar vetëm në rastet kur subjekti aplikues dërgon të skanuar të njëjtin mandat pagese.
