Expert Teuta Nunaj Kortoci explained why the two Albanian governments set different levels of pension increases. In a Skype connection to News24, Kortoçi said that the pension scheme in Albania has always been in deficit, while Kosovo, she added, is implementing a new scheme that includes private pensions.
"The pension scheme in Kosovo works differently from the one in Albania. The scheme in Albania is 100% state-owned, there is no second private column. There are also private pensions in Kosovo. Before 1994, there was no contribution term, only seniority was known. In Kosovo it is a new, very good scheme, it has gathered all the experience. And in these 30 years that the new scheme has been operating, in Albania the scheme has always been in deficit. "We have not worked to increase pensions, but they have been indexed and the indexation has not come every year, but with periods and in small amounts," she said.
