In a suspicious act, signed by Deputy Prime Minister Belinda Balluku, the government approved on March 12, 2025, a decision that transfers ownership of the buildings of the former Autotraktor Factory, located in the Shkoza area, to the state-owned company KAYO. The government has revoked the ownership rights, which it had previously granted to the Municipality of Tirana in a previous decision.

Until now, the buildings were owned by the Municipality of Tirana and were designated for the construction of social housing. But now, without the owner's consent, they are being transferred to other hands, specifically to the ownership of the KAYO company, under the jurisdiction of the Ministry of Defense. According to this decision, the buildings will be used for the construction of a factory that will produce weapons and ammunition.

The government's decision to transfer state ownership of the buildings of the former Autotraktor Factory was taken without the approval of the Tirana Municipal Council. According to Article 58 of the Municipal Council's regulation and Article 54 of the law on local government, the issue had to be passed with no less than 3/5 of the votes of the council members, but this was not even discussed at the meeting.

The transfer of ownership has also violated the law on state assets, setting a dangerous precedent for the treatment of state property in the future. In addition to the illegal transfer of ownership, another major concern is the construction of this factory in a densely populated area, seriously endangering the safety and lives of citizens, schools, kindergartens and businesses operating in the area. This decision has raised the alarm about the possibility of a second “Gerdec”, where a possible accident or explosion could cause terrible tragedies.

An initial budget of 3 million euros has been approved for the KAYO company to carry out the project, and it will have the opportunity to collaborate with private businesses for the production of weapons and ammunition, a step that deepens doubts about the transparency and real goals of this project.

If this decision is implemented without stopping, we will have another proof of the violation of the law and the interests of citizens, which are being ignored by those who should protect the law and public safety. After this decision, every citizen living in the Shkoza area and nearby has reason to worry about his future. This is a flagrant violation of citizens' rights and another blow to the transparency and accountability of the government administration.
