Viktor Marku, who fired a firearm in Shkodër, is the suspected perpetrator of the murder of Hekuran Billa. He was arrested by the police, but was later released for lack of evidence by the Court of Tirana.
It is reported that during the evening, Marku fired a firearm near the torso of Preke Cali. The reasons for this incident are still unclear, while the police are continuing the investigation to fully clarify it.
History
40-year-old Hekuran Billa, with a criminal record, was executed on the evening of June 11, 2020 with a fire extinguisher with a silencer.
The attack happened around 10:00 p.m., when the victim was driving his "BMW X6" car, in the "Paris Commune" area, near the "Cristal" center.
On June 18, 26-year-old Sebastiano Mali was arrested, suspected by the police of being an accomplice in the murder of the 40-year-old. Sebastiano Mali is the nephew of Prel Mark, executed in England years ago by Hekuran Billa.
While three days later, Viktor Marku was arrested by the Montenegrin police at the Hani i Hoti border crossing point.
"Thanks to the excellent cooperation between the State Police and the Montenegrin Police, exchanging in real time information collected by the Tirana DVP, about the location of the citizen VM, suspected as the main perpetrator of the murder of the citizen HB, it became possible to capture him in Mali Black, by the Montenegrin Police, of the citizen VM and then his arrest at the border crossing point Hani i Hoti, by the structures of the State Police", the police announced at the time.
But both denied involvement in the incident. In his testimony before the police, Sebastiano Mali stated that he had been living in the area of the former Partizani club in Tirana for months and that he had rented a "BMW" X6 vehicle to move around.
When asked about his movements on the night of the crime in the area where Billa was killed, Sebastiano Mali did not admit that he tracked the victim but that he was in the area for fun.
While Viktor Mark's lawyer stated to the media at that time that the Police should find the real perpetrators of the crime. Among other things, he said that the two, uncle and nephew, Viktor Marku and Sebastian Mali, had nothing to do with the event, adding that the latter was an excellent law student.
As he pointed out that Sebastian Mali had gone to the alley where the crime had taken place (in the area of the Commune of Paris) to buy personal things.
"There are several violations in the detention of my client. They are procedures that the Judicial Police knows well. In the report that was made, a restraining order is not found. The code provides for a restraining order and this was not found. That was A! They are nephew and uncle, they have nothing to do with the incident, the police should find the perpetrators. Sebastian Mali is a Law student, an excellent student. He has the right to move through the alleys, he went to buy personal things", the lawyer asserted.
Meanwhile, Viktor Marku told the investigators that he had been in Montenegro for work and that he had nothing to do with the event in question.
The prosecution body at that time raised suspicions that Viktor Marku appeared on camera at one point as he got off the "Smart" type car, rented and climbed into the "Mercedes Benz" vehicle, stolen in Shkodër, which was used in the assassination.
The prosecution stated that a second person also got into the car. In addition, the charges brought against Viktor Mark were provided with a testimony of the owner of the car he rented in Shkodër.
Viktor Marku is the brother of Prel Marku, who was killed by Hekuran Billa in England in October 2006, for which Billa was sentenced to life imprisonment by the British courts, a sentence converted to 25 years according to Albanian legislation.
Dismissal of the case for uncle and nephew
On March 17, 2022, the Court of Tirana dismissed the case for the two suspects of Hekuran Billa's murder. For the two people, Viktor Markun and Sebastian Markun, namely uncle and nephew, the security measure was canceled.
Also, accusations were also made against Adjola Lakra, who was suspected of being used as bait to ambush Billa.
Uncle and nephew were accused of organizing and killing Hekuran Billa, for revenge, because Billa was convicted for the murder of their relative Prel Marku in England. They stayed more than a year in detention cells, then due to overstaying they were sent to house arrest.
The investigation shows that no evidence was found implicating them in Billa's murder.
