Criminalistics expert Ervin Karamuço has analyzed the failure of the Xhafaj Commission, which has been criticized due to the refusal of participation by many justice institutions.

Invited to Euronews Albania, Karamuço emphasized that this commission, which focuses on the reform of justice, aims to bring a final verdict that will affect important changes in the Constitution of the Republic.

According to him, the intervention in the Constitution will affect several key institutions, including the Supreme State Audit Office, the courts as a whole and the High Inspectorate of Justice.

Karamuço underlined that the only institution that will be exempted from these changes is SPAK (Special Anti-Corruption Structure).

This situation, according to him, raises many questions about the effectiveness of justice reforms. 

"In the second Commission, we do not have a second document, but we have some ready drafts on where to intervene, and we take the experts and ask them; should we change this or not? This Commission will come out with a final verdict that will require the Constitution to be changed. Starting from the Constitution, these aim to affect some people, the High Inspector of Justice, the Supreme Court, the courts as a whole.

The special bodies have a red line that they cannot touch, but the anti-corruption units will be like a separate directorate. Special police units will also be introduced, as a joint task force for the administration, to generate as many denunciations and reports as possible.

Today we have a very high coefficient of problems for the rule of law; we are champions in the Balkans, so non-implementation of by-laws is in chaos. The question is, can this Commission solve this problem with executive instruments?" - said Karamuço.
