The Central Election Commission, in organizing the parliamentary elections of May 11, 2025, has proposed a rotation of mandates between two districts, Korça and Tirana.
The CEC has proposed that one deputy mandate be removed from Korça and transferred to the Tirana district.
“Referring to the criteria and procedure for determining the number of mandates set out in Article 75 of the Electoral Code and the data sent by the General Directorate of Civil Status, the number of mandates for each electoral zone has been calculated as follows: The total number of citizens 4627824 has been divided by the number 140 of the Assembly mandates, where the number 33056 has been determined as the average number of citizens belonging to each mandate [the real number resulting from the division is 33055.88571]. The number of citizens for each electoral zone has been divided by the average number of citizens belonging to each mandate. Each electoral zone has been assigned a number of mandates equal to the whole number obtained from this division. After this action, 7 more mandates remained undistributed to complete the number 140. Based on Article 75, point 5, of the Electoral Code, these mandates were distributed to the electoral zones (counties) that have the largest remainder after the electoral cutoff, of the number obtained from the above division , the CEC explains.
