Flutura Basha, who died accidentally in the Dobraç massacre, is the sister of Isa Harusha, the former police officer who was killed in 2006.

Isa Harusha, during the years 2000-2006, was the commander of the border police unit "Renxhersat", which monitored the water line of Lake Shkodra, in order to prevent smuggling, drug trafficking and arms trade through the water line of the lake that connects Albania with Montenegro.
