The Minister of the Interior, Taulant Balla, said that the various changes made in the law are related to the problems regarding the proposals for the appointment yesterday and the release of the leaders in the central institutions.

"The first has to do with the clear definition of the normative acts of the local self-government bodies which are subject to the verification of legality by the institution of the prefect. The second has to do with the problems related to the temporary organizations in which the prefect of the district is included or leads. The third is related to the problems regarding the proposals for the appointment and dismissal of the heads of the branches of the central institutions at the territorial level", said Balla.

However, the democratic deputy Dhurata Ccupi said that the goal is to increase the control of the municipalities by the prefect.

"You want to absolutely control the prefect so that the prefect controls the municipalities. There is no need to change it. I did not see anything new in your proposal, what does it bring that was not in the law for the prefect" , said Çupi.
