Tomorrow the match Albania-Poland, the police publish the plan of measures; roads that will be blocked

The State Police publishes the plan of measures for the international football match Albania - Poland that will be played on Sunday at Air Albania.

The plan of measures foresees the tasks that will be performed by all structures, in order to guarantee public order and security before, during and after the international football match between the teams of Albania and Poland, which will take place on September 10, 2023, in at 20:45, at the "Air Albania" stadium.

Relying on the positive experience for planning, organizing and managing the situation of order and public safety during the development of international football matches, the measures taken by the State Police are as follows:

-Escorting and securing the football players of the Polish football team, from Rinas airport
to the hotel, to the stadium and back to Rinas;

-Escorting and securing the football players of the Albanian football team at the stadium;

- Carrying out a detailed check on the stadium premises and inside the stadium, for unauthorized persons, prohibited items and substances, before the fans enter;

- Organization of services to guarantee public order before, during and after the end of the football match, not only near the stadium, but also the control of the territory in the whole city of Tirana;

- Ensuring emergency service routes;

- Road traffic management in the city of Tirana, before, during and after the football match.

In order to guarantee security before, during and after the development of this international match, it has cooperated with all the institutions that have a role in the smooth running of this activity, among which we mention:

• Albanian Football Federation;
• Municipal Police;
• Fire Service;
• Private security companies (stewards and security personnel);
• Hospitals, health centers and first aid centers.

-Gjithashtu, janë vendosur kontaktet dhe po bashkëpunohet edhe me personelin e shërbimit të
sigurisë të ekipit të futbollit të Polonisë, në funksion të rritjes së standardeve të sigurisë para,
gjatë dhe pas zhvillimit të kësaj ndeshjeje ndërkombëtare.

Për mbarëvajtjen e këtij aktiviteti, si dhe për të lehtësuar qarkullimin e automjeteve në qytetin e
Tiranës, gjatë datës 10 shtator 2023, nga ora 15:00, deri në përfundim të ndeshjes, nga Policia e
Shtetit, në bashkëpunim me Bashkinë e Tiranës, do të aplikohen kufizime të qarkullimit të
mjeteve në disa akse rrugore në afërsi të stadiumit.

Rrugët që do të jenë të bllokuara:

-bulevardi “Dëshmorët e Kombit”, 20 m mbi urën e Dajtit;
-rruga “Papa Gjon Pali II”;
-rruga “Dervish Hima”, pranë ambasadës së SHBA-së;
-rruga “Asim Zeneli”, pranë ambasadës së SHBA-së”;
-rruga “Themistokli Gërmenji”;
-rruga “Ismail Qemali”, te kryqëzimi i liceut;
-rruga “Mustafa Matohiti”, pranë shkollës “Kosova”;
-rruga “Jul Variboba”, pranë postës;
-rruga “ Lekë Dukagjini”, pranë ish-Gardës së Republikës;
-rruga “Avdyl Frashëri”, pranë kryqëzimit të Librit Universitar.

Në zbatim të planit të masave, punonjësit e Policisë së Shtetit do të ushtrojnë kontroll të imtësishëm ndaj tifozëve, para futjes në stadium, me qëllim parandalimin e futjes në stadium, të banderolave me përmbajtje raciste, të fishekzjarrëve, flakadanëve, lëndëve piroteknike monedha metalike, çadra, çakmak, karikues telefoni dhe sendeve të tjera të forta të rrezikshme për jetën dhe shëndetin e pjesëmarrësve.

Me këtë rast, informojmë shtetasit shqiptarë dhe të huaj, se në bazë të Kodit Penal të Republikës së Shqipërisë, veprimet e dhunshme në aktivitetet sportive, si hyrja në fushën e lojës gjatë kohës së zhvillimit të aktivitetit sportiv nga persona të paautorizuar, përbën kundërvajtje penale dhe dënohet me gjobë nga 50 000 deri në 100 000 lekë. Kur nga kjo vepër, ka ardhur pengimi i zhvillimit normal të aktivitetit sportiv, dënohet me gjobë ose me burgim deri në tre muaj.

Hedhja e sendeve të forta në fushën e lojës ose mbi masën e njerëzve, mbajtja apo përdorimi i lëndëve piroteknike, fishekzjarrëve, flakadanëve, gjatë zhvillimit të një aktiviteti sportiv, dënohen me burgim nga gjashtë muaj deri në tre vjet.

Albanian criminal legislation considers hitting or any other act of violence against an athlete, coach, referee, sports mediator, due to sports activity, by persons outside of this activity, a criminal offense that is punishable by imprisonment from one to three years.

And this offense, when committed in sports facilities, more than once, or by leaders or members of sports clubs, is punishable by imprisonment from one to five years.

The entrance gates to the stadium, on the day of the match, will open at 17:00.

We appeal to the fans who will attend the match at the stadium, to show up on time and follow the rules mentioned above, so that there are no queues or delays and this activity is completed without incident, in the interest of the country's image.
