Under these conditions, he notifies the State Police, the IMT, and the Municipal Police, but Albani says that quick measures must be taken, as the building in question has been "ds4" from the earthquake and further damage would be fatal for the residents.

"After I noticed that I had problems with my floor, I went downstairs, verified by asking specialists in this field, my friends, who are also engineers. In these conditions, I called the State Police, I called the IMT and the Municipal Police. They came and verified. So far, I have learned that they have addressed the Construction Inspectorate to make a specific verification for the facility. I request that very quick measures be taken for the safety of the facility. IMT take immediate measures and not take it slowly, because when an earthquake hits, it does not notify you, nor me, nor IMT, it does not wait", the complainant further adds.

The journalist tried to contact the Turkish monk Vildan, but he was not in Albania.

Turkish tenant: Yes! But I'm not in Tirana.

At the Inspectorate of Territory Protection, Tirana Municipality, director Klajdi Meçi explained that after the residents' complaint, verification began and it resulted that the Turk's works were unauthorized.

"We were notified by the residents of the building. Inspectors from Unit 5 conducted an on-site inspection and found works on the ground floor of a business entity owned by a Turkish citizen. It was found that works were carried out without the relevant permit and a report was kept for this. We are awaiting the decision on the fine and the demolition and return to the previous state. We, as IMT, determine whether the works are with a permit or without a permit. In this case, three construction processes were found, excavation, facade demolition without the relevant permit. For this reason, the finding is maintained. However, since the residents complain about the Turkish citizen that the works he has done are destroying the extension of the building, we, as IMT, have addressed the Construction Institute with a request for information regarding the sustainability of the building. Because the Construction Institute is the relevant institution that deals with the sustainability of the building", explained director Klajdi Meçi.

For this reason, a decision was made to impose a fine and demolish the building. As for the damages, the case has been delegated for assessment to the Construction Inspectorate.

"We inspected the building together with two engineers from the Construction Institute and noticed that some works have been carried out, which have interfered with the basic structure of the building, which are the columns, connecting walls and retaining walls. The engineers made the relevant measurements and I believe that very soon you will have a report or a suggestion for possible reinforcements if needed, to return the building to the original state of the structure," said the expert from the Construction Institute./tvklan.al
