Tirana continues to experience a rapid urban transformation, with new constructions dominating the city's landscape. This approach is clearly visible in the area around the Artificial Lake, or the roads leading to the park.

The next project is “Platinum Residence”, a 12-story building being built on “Sami Frashëri” Street, near Art Turbina. Construction has begun based on a permit dated May 26, 2023 by the Mayor of Tirana, Erion Veliaj, and is expected to be completed within three years.

The project is an investment by the Al-Konstruksion company, affiliated with Aleksandër Gavoç's Vega, which in the early 2000s built the complex between Sami Frashëri and Marko Boçari streets.

A troubled past with claims over the land

A long ordeal of property claims on “Sami Frashëri” street in Tirana escalated into clashes with the police and bailiffs. It was March 2019 when the Llapaj and Dervishi families challenged a court decision that recognized the ownership of the land where they had their houses to entrepreneurs Aleksandër and Ilir Gavoçi.

The Gavoçi brothers were the heirs to the property claims of Ali Rizani's family, from whom the dictatorial regime had seized it in 1949.

The Llapaj and Dervishi families had benefited from the nationalization of a building built during the dictatorship in the 1990s and were in the process of legalizing a two-story addition. They considered the court's decision unfair.

About six hours of violent clashes with law enforcement shocked the public as the two families of 15 members complained that the Gavoçi brothers had taken advantage of a corrupt justice system. They even claimed that they had broken their word to give them apartments in exchange for vacating the land.

But Aleksandër Gavoçi himself, known as a construction entrepreneur with the Vega company, confirmed in the media his willingness to provide a solution to the families as the apartments collapsed a few days later.

Transformation of the area

Four years after securing the land through a public auction, the entrepreneurs of the Vega company secured permission to build the building that further narrows the space of Sami Frashëri Street next to ArtTurbina.

Plantium Residence joins other high-rise towers that are transforming the area around the lake and the roads leading to the park.

The area has undergone significant shrinkage in recent years. According to the report “Baselines for the Protection and Development of Tirana Park”, the park’s surface area has been reduced by 40-45 hectares, a loss that contradicts the principle that requires the expansion of green spaces in the face of population growth.

United Towers of Tirana is another tower that has been built on the roads leading to the lake, similar to Lake View Residences, or other towers, which have raised concerns about the impact they have on public spaces and the quality of life in the city.
